Projects Manager - Public Infrastructure & Asset Renewal
Lincolnshire | IRO £61,000 | 9-day fortnight | Excellent public-sector pension
This role will appeal equally to senior Project Managers or Contracts Managers with a strong mechanical and electrical engineering background, who enjoy leading complex refurbishment and rebuild projects within publicly accountable, safety-critical environments.
This is an exclusive opportunity with a long-established public organisation responsible for the protection and stewardship of essential infrastructure across a large part of Lincolnshire. The organisation is delivering a multi-year programme of major asset renewal and is now seeking an experienced Projects Manager to provide technical leadership, delivery grip and confidence across a demanding portfolio of live schemes.
This is not a theoretical or design-heavy position. It is a hands-on delivery role, focused on managing contractors, coordinating M&E-led works, controlling risk and ensuring complex projects are delivered safely, compliantly and to programme.
The programme
You'll be working across a core programme of 34 live operational sites, each requiring significant refurbishment or renewal to extend asset life, improve resilience and meet future environmental standards.
* Refurbishment projects typically range from £1.5m to £5m per site, with a strong mechanical and electrical engineering focus, supported by civils and temporary works
* At least one site will require a full rebuild, representing a major standalone scheme of circa £13m
* The programme is carefully phased, with an expectation of multiple projects running concurrently across development, design and construction
* Delivery is influenced by seasonal construction windows, increasing the importance of sequencing, forward planning and supply-chain coordination
The emphasis throughout is on long-term public infrastructure, environmental resilience and asset stewardship-rather than short-term commercial gain.
Your role
Reporting into senior technical and funding leadership, you'll oversee the delivery of complex capital works from early development through to completion.
Your responsibilities will include:
* Leading refurbishment and rebuild projects across multiple sites
* Managing principal contractors and subcontractors across M&E, civils and temporary works packages
* Maintaining programme momentum across parallel schemes, managing dependencies and risk
* Providing delivery oversight where design and specification are supported by external consultants
* Ensuring full compliance with governance, assurance and funding requirements
* Managing design and construction risk, including compliance
* Building effective working relationships with statutory partners and stakeholders
This role will strongly suit candidates who have previously operated as Senior Project Managers, Contracts Managers or Major Works Managers within regulated infrastructure environments.

About you
You'll be an experienced delivery-focused professional with an engineering foundation and the confidence to lead complex works.
You're likely to bring:
* Proven experience delivering capital projects within infrastructure, utilities, environmental or public-sector settings
* A strong technical background, particularly within mechanical and electrical engineering, supported by civils or structures
* Experience managing multi-disciplinary contractors and consultancy teams
* A clear understanding of risk, governance, health & safety and regulatory compliance
* The ability to build credibility quickly with funders, partners and senior stakeholders

* Salary: IRO £60,000
* Contract: Two-year fixed term initally
* Pension: Local Government Pension Scheme
* Working pattern: 74-hour, nine-day fortnight with flexible hours
* Additional: Car allowance and mileage for business travel
