Overview
We are now recruiting for a Medical Advisor to join the Troubles Permanent Disablement Payment Scheme (TPDPS) contract. In January 2020 the Victims’ Payments Regulations 2020 (the 2020 Regulations) were published and the Department of Justice (DoJ) was designated to administer the scheme. In 2021, Troubles Permanent Disablement Payment Scheme (TPDPS) opened for applications from those living with permanent physical or psychological injury caused by a Troubles-Related Incident (TRI) and posthumous applications. The purpose of the scheme is to acknowledge the harm suffered by those injured in the Troubles and promote reconciliation between people in connection with Northern Ireland’s troubled past.
As a Medical Advisor working within Capita TPDPS, you will work alongside the existing operation of clinical assessors and auditors as a key member of the clinical advisory function. Your day-to-day focus will span across a variety of areas to fulfil a multi-skilled role, including auditing clinical assessments and providing feedback to front-line assessors, taking part in multi-disciplinary meetings with representation across the TPDPS teams, supporting the clinical support and audit teams with escalated case queries, and where required undertake clinical assessments for applicants to the TPDPS.
Successful candidates will be required to successfully complete government baseline personnel security standard vetting and a Counter Terrorist Check (CTC).
What you’ll be doing
* Maintain a comprehensive and topical understanding of the prevailing TPDPS Assessment Guide, along with the Clinical Governance guidance notes, proactively seeking clarity as needed.
* Meet face to face both physically and/or virtually or review available evidence from applicants to the TPS scheme to determine the permanence of an applicant’s condition and their percentage disablement.
* Quality check a specified volume of submitted reports per week against the audit criteria determined by Clinical Governance and the Victims’ Payment Board (VPB), based on their agreed interpretation of the TPDPS Assessment Guide.
* Provide positive, constructive and impartial advice to clinical assessors, auditors and clinical support in writing and face-to-face enabling them to continually develop in their role.
* Work to ensure the quality and productivity targets, established by Capita TPDPS to meet its contractual Service Level Agreements are met.
* Maintain and evidence personal Continuous Professional Development (CPD), Online Mandatory Training (OMT) and ensure continuing professional registration.
* Develop own clinical knowledge of the impacts of health conditions/disabilities remaining clinically calibrated to the standards set by the Chief Medical Advisor Officer/Clinical Governance function.

What we’re looking for:
* A minimum of 2 years’ post-registration experience as a medical doctor based in the UK
* Fully registered without sanction or conditions of practice with the GMC
* A demonstrable background in a Mental Health/Psychiatric specialty
* Ability to work at pace, set boundaries, manage conversations and keep to timescales
* Ability to relate to people from a range of socio-economic backgrounds, races, religions and cultures
* Report writing skills with an ability to deal with a high percentage of work using a laptop and IT systems
* Experience of clinical effectiveness, quality assurance standards, feedback, peer review, audit methodology and, or impartial review
* Strong analytical skills – familiar with MS Office, particularly Excel/Word and PowerPoint

* To have a working understanding of the physiological, pathological, social and cultural issues which underpin TPDPS
* To have demonstrable previous experience of acting as a coach and/or subject matter expert
* To be able to write succinct notes which are suitable for all stakeholders
* To have demonstrable IT skills as the process involves using bespoke IT systems
Additional Information
Your working hours: The contracted hours for this role are 37.5 per week (full time). A minimum of 30 hours per week would be considered; however you must be able to commit to 6 weeks of full-time training. Working patterns can be between 8am and 8pm, Monday to Friday, and include an hour for lunch (unpaid). Example: 8am – 4:30pm or 9am – 5:30pm.
