Are you passionate about shaping policy that enables high‑quality, compliant and customer‑focused public services across the NHS?
As Policy Manager at NHS Shared Business Services (NHS SBS), you’ll play a key role in shaping, maintaining and embedding policy frameworks that support consistent, compliant and high‑performing service delivery across our organisation. Working closely with colleagues across customer strategy, procurement and service delivery teams, you’ll ensure policies remain current, practical and aligned to both government guidance and NHS priorities.
This role is central to translating complex external policy, regulation and guidance into clear, usable frameworks that enable teams to deliver confidently and consistently. You’ll provide expert advice on policy development and interpretation, lead on policy governance and assurance, and support stakeholders to implement policy changes effectively across the business.
We can offer great career progression opportunities, benefits which you can flex to meet your needs, and access to excellent training and development opportunities. This role is primarily home‑based, with monthly visits to our Salford office for collaboration and key meetings.
What you’ll be doing

* Interpreting government, NHS and sector‑specific guidance and translating this into clear, actionable policy.
* Supporting teams to embed policy into day‑to‑day operations, frameworks and ways of working.
* Providing expert advice and guidance on public sector procurement policy compliance, governance and assurance.
* Coordinating policy impact assessments, approvals and change communications.
* Building strong relationships with internal and external stakeholders to ensure alignment and consistency.
* Interpret legislation, policy notes, and statutory guidance, providing clear and actionable advice to procurement colleagues.
What you’ll bring
* Strong experience developing, reviewing and managing policy within a complex organisation.
* Knowledge of public sector or NHS policy environments and associated governance requirements.
* Critical thinking and the ability to evaluate complex policy environments, identifying risks, implications, and required actions.
* Experience supporting policy implementation and operational embedding.
* Confidence engaging and influencing stakeholders at multiple levels.
* A structured, detail‑focused approach with the ability to balance governance and practicality.
* Experience working within the NHS or wider public sector.
* Exposure to customer strategy, procurement or shared services environments.
* Experience supporting audits, assurance or compliance activities.
* Procurement Qualifications (i.e. CIPS Level 4 or equivalent).
