We are seeking a highly skilled and motivated CMS Systems Administrator – Children's Services to join our Business Intelligence team. This pivotal role is responsible for the technical design, development, and strategic administration of the Capita One and System C systems. You will act as a lead technical consultant, ensuring these systems are robust, secure, and responsive to evolving statutory and operational requirements.

* This is not a traditional software development or application design role.
* This is not a hardware or IT support role like those typically found in a Service Desk.
The role focuses on advanced configuration of System C and Capita One, including developing forms and pathways to support service delivery. This involves using built-in tools to tailor the system to operational needs, rather than writing code or building new software modules. You will work closely with senior managers, frontline practitioners, and partner agencies to optimise system use and data quality. Your expertise will help translate complex business processes into system workflows that support best practice, compliance, and performance monitoring.

Skills**
Essential:
* Expert ICT and database management skills, including expert use of Microsoft Office, SQL, and reporting tools (e.g., Crystal Reports, SSRS), sufficient to design, develop, and maintain complex system configurations and generate performance reports.
* Proven ability to analyse and resolve complex system issues, including data integrity, access control, and cross-system dependencies.
* Excellent planning and organisational skills to manage concurrent development streams, testing cycles, and statutory deadlines.
* Demonstrated ability to lead on complex, high-stakes data responses—often at short notice—to meet external requirements such as inspections, where accuracy and timeliness are critical to safeguarding the Council's reputation.
* Effective communication skills to include the ability to convey information accurately and clearly when explaining system details and complex detailed procedures.
This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
Knowledge
Essential:
* Detailed understanding of system security models and access control frameworks within multi-agency environments.
* Considerable and detailed knowledge of System C and Capita One configuration tools and data schemas.
* Expert user and development knowledge of Management Information Systems.
* An understanding of Local Authority Children's Services business processes.
Experience & Qualifications
Essential:
* Educated to degree level in a related field or equivalent significant demonstrable experience of System Administration within a Local Authority.
* Significant Computer systems administration experience sufficient to effectively maintain, develop and utilise a variety of systems.
* Significant experience of problem resolution with external software suppliers to resolve high-impact system issues.
* Considerable experience leading or contributing to system development task groups, including business process mapping and change control governance.
* A demonstrable history of supporting or leading major system upgrades, including testing, user communication, and post-implementation review.
