We have an exciting opportunity to lead in the strategic planning and business management of the largest digital transformation within the Environment & Business directorate. The Regulatory Services Programme delivers digital services that will revolutionize environmental regulation.
You will play a key role within the Programme Management Office (PMO), providing valuable input into financial and business management to mitigate risks, resolve barriers, and ensure value for money in line with our business case.
We seek a candidate with a proven track record in managing complex financial data, collaborating across teams, and driving value for money and investment influence.
Key Tasks include:
* Understanding the financial and economic foundations of the Programme’s business case and bids.
* Aligning programme deliverables with strategic objectives and managing change control.
* Supporting the Programme Manager to ensure affordability and value for money in changes to scope, time, and quality.
* Managing stakeholder queries and delivering comprehensive programme reports, including financial tracking across EA, Defra, and external suppliers.
* Assisting with investment and funding activities and ensuring compliance with governance standards.
* Supporting business management through whole life cost allocations.
The Team:
The Digital, Innovation, and Programmes team directs the Digital Strategy, shaping the delivery of digital services that transform environmental regulation. You will collaborate with multidisciplinary teams, Defra shared services, and third-party suppliers to develop user-centered online services and platforms that are efficient, simple, and fast.
Experience and Skills Required:
* Experience working in dynamic, fast-paced programmes.
* Proficiency in Microsoft products (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial and business planning processes, including charge funding, CDEL, RDEL, and inter-organizational recharges.
* Experience with business case development, approval processes, and change control within EA and Defra frameworks.
* Knowledge of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation and best practices.
