Southend-on-Sea City Council is looking for an outstanding Head of Transformation to help lead the next phase of the council's improvement and transformation journey.
This is a significant leadership role at the heart of the council, offering the opportunity to build on strong foundations and help shape a modern, high-performing and resilient organisation that delivers real impact for residents.
Southend has strengthened its corporate approach to change and is continuing to build momentum through a coordinated portfolio focused on improving outcomes, increasing productivity and supporting long term financial sustainability. This role will be central to sustaining that momentum and taking it further.
You will provide strategic leadership across the transformation and improvement portfolio, ensuring programmes are aligned to corporate priorities, underpinned by robust business cases and delivering measurable benefits. You will lead the council's newly established Portfolio Delivery and Transformation Design teams, building a strong collective focus on disciplined delivery, high quality design, organisational capability and continuous improvement.
A core part of the role will be to further develop the council's transformation capability, supporting skills, confidence and resilience across the organisation while embedding a culture of learning, accountability and change.
System delivery is also central to the role. Local Government Reorganisation across Greater Essex will create five new unitary authorities, including a new South East Essex authority bringing together Southend-on-Sea, Castle Point and Rochford. You will help ensure Southend is ready for that transition, working across organisational boundaries to support effective implementation, strong partnership working and a smooth move into the new landscape.
You will be comfortable operating strategically while also ensuring disciplined delivery, strong programme grip and a clear focus on better outcomes for residents.
