Responsibilities
The Council operates a Category Management approach to procurement to ensure that its supplies, services, and works are procured in a way that optimizes opportunities for achieving best value. You will play a critical role in this by delivering against the Corporate Procurement Strategy. Responsibilities include developing and leading sourcing programmes, managing strategic supplier relationships, appraising supplier markets, and delivering best value through cashable and non-cashable savings. You will provide expert guidance, foster collaborative relationships to promote efficiency, and develop and monitor contractual KPIs based on risk, adjusting actions as necessary to ensure performance. You will also manage and develop Procurement Assistants and work with the Corporate Procurement Team Leader and Manager to achieve annual procurement savings targets. The role supports the full end-to-end procurement activities within your category portfolio.
The Individual
You should have a career portfolio demonstrating continuous improvement, positive customer relations, and experience working with diverse clients. A solid understanding of Scottish and UK Public sector procurement legislation is essential. Proven negotiation and contract management skills are required to achieve significant savings. Excellent presentation, written, and oral communication skills are necessary. You must be able to prioritize tasks, meet tight deadlines, lead change initiatives, work collaboratively, and adapt to shifting priorities. Good IT skills are also required.
