ASB and Enforcement Manager

Housing and Neighbourhood Services – Location: Bury – Hours: 37 hours per week – Grade: 14


About the role

We are looking for an experienced, confident and values‑led Anti‑Social Behaviour and Enforcement Manager to lead our ASB and tenancy enforcement services and help create neighbourhoods that people are proud to call home. This is a senior operational role with strategic influence. You will lead a specialist enforcement team, manage complex cases, work closely with partners and play a vital role in protecting tenants, tackling unacceptable behaviour, and ensuring we meet our legal and regulatory responsibilities as a landlord.

You will provide strong leadership to our Enforcement Officers, ensuring a high‑quality, customer‑focused service that balances robust enforcement with fairness, empathy and safeguarding. You will oversee the delivery of anti‑social behaviour, tenancy enforcement and access‑related compliance work, ensuring timely interventions, effective case management and positive outcomes for residents and communities.

Working closely with colleagues across Housing, Repairs, Compliance, Asset Management, Legal and Finance, you will help ensure statutory health and safety obligations are met, risks are properly managed, and neighbourhood standards are maintained. You will also represent the service in partnership settings, including multi‑agency forums and court proceedings.

You will be accountable for performance, quality and value for money, using data and insight to drive continuous improvement, manage budgets effectively and support wider service and corporate priorities. You will also play a key safeguarding role, ensuring the welfare of vulnerable adults and children is always central to decision‑making.


Responsibilities

* Leading, motivating and developing a team of Enforcement Officers to deliver high‑performing, professional and resident‑focused services
* Managing complex ASB, tenancy enforcement and legal cases, including court action and multi‑agency responses
* Ensuring compliance with housing law, regulatory expectations and statutory landlord duties, including health and safety obligations
* Working collaboratively with internal teams and external partners to resolve risk, improve neighbourhood conditions and deliver joined‑up solutions
* Monitoring performance, budgets and caseloads, producing clear reports and taking early action where improvements are needed
* Handling complaints, member enquiries and escalated cases with confidence and transparency
* Championing equality, diversity, inclusion and safeguarding in everything you do
* Supporting service reviews, policy development and continuous improvement aligned to learning from the Regulator and Housing Ombudsman


Qualifications and experience

You will have substantial experience in housing or neighbourhood management, with a strong background in ASB and tenancy enforcement and a proven ability to lead people through demanding, sometimes complex situations. You will bring sound knowledge of housing law and court processes, strong judgement, resilience and the confidence to make decisions that balance risk, fairness and community impact.

You will be collaborative and professional, able to influence partners, communicate clearly with residents and act with integrity at all times. You will also be organised and analytical, using data and evidence to improve outcomes and manage resources effectively. A full driving licence and access to a car is required, and flexibility to respond to service needs, including occasional out‑of‑hours working.
