Job summary


The Scheme Administrator (SA) for the UK Programme for Extended Producer Responsibility (pEPR) is a new organisation, hosted by Defra group but working with the four nations of the UK and with partners across the packaging and recycling sectors. The Scheme Administrator will be responsible for the delivery and oversight of the scheme, calculation of costs and disbursement of funds to Local Authorities, working with the administrations and regulators across the four nations of the UK, and driving improvements in the efficiency and effectiveness of collection and processing services.

UK pEPR will require obligated packaging producers to pay the full costs of managing the packaging for which they are responsible. It will incentivise them to use less unnecessary packaging and encourage sustainable design, production and use of packaging; and it will work to improve the effectiveness and efficiency of collection and recycling services thereby ensuring the supply of sufficient good quality recycled materials.

The administrator will bring together a diverse team of talented individuals who are passionate about recycling, sustainability and the wider contributions this can make to our environmental objectives, including reaching net zero by 2050 while boosting the economy.


Job description


Role Purpose

As Supplier Contracts Manager you will provide strategic support to SRM, enabling best in class approaches monitoring and contract management functions on behalf of PackUK. You will support the SSRM closely to build critical relationships with commercial professions across Defra, Devolved Governments and other government departments.

You will be comfortable operating in a complex, fast paced and changing environment, ensuring the provision of an effective commercial function to Devolved Governments and Governance forums that drives business outcomes through excellent service and strong stakeholder relationships.

You will be comfortable working at pace but also able to lead your team to deliver. This role exposes you to a broad range of duties, working to support key business areas and inform strategic and operational decisions. You will need to be skilled at listening, interpreting, influencing, negotiating, inspiring and challenging, which are all vital to the role.

Key Responsibilities

* Working directly with Contract managers to ensure that contractual deliverables are tracked and that all data is fed into Power BI via excel to populate a client dashboard / scorecard.
* Providing regular Supplier Contract Analysis, supporting the SSRM on strategic contracts and tendering activities.
* Implementing and monitoring systems to capture and review supplier performance, including KPI's, milestones and service objectives.
* Work with key stakeholders and suppliers to meet agreed targets and contractual arrangements.
* Maintain relationships with stakeholders who are party to the contracts of strategic suppliers.
* Maintain a strong working relationship with key Supplier's to facilitate delivery of high-quality performance in both cost and service.
* Making strategic recommendations based on actual performance data to drive out effective delivery from all suppliers.
* Advise and support the SSRM and other key stakeholders, responding accurately with reference to contractual issues in a timely manner.
* Develop and implement a robust Supplier Relationship Management (SRM) framework.


Person specification


We are looking for people who:

* Have extensive knowledge and experience in managing high profile strategic supplier contracts, with a focus on commercial contract management and performance analysis
* Demonstrably strong inter-personal and written communication skills with experience in building supplier dashboards /scorecards using Power BI
* Possess excellent relationship management skills and the ability to build personal credibility with senior stakeholders across a broad network both inside and outside of government.
* Have experience of managing high value contracts for specialist services, preferably within the financial services sector.
* Have experience in developing, maintaining and using contracts registers to prioritise procurement activities.
* Are experienced in developing and maintaining Supplier Contract systems that are up to date, enabling the production of accurate management reports for decision making.
* Can provide guidance and support to operational contract managers overseeing ensuring best practices are followed.
* Experienced in managing commercial risks and management actions, identifying and mitigating potential risks in supplier relationships.
* Fosters a commercial culture that encourages the application of good Supplier Relationship and Contract management practices.
* Possess strong negotiation skills to deliver optimum outcomes whilst balancing the needs of suppliers.

* High competence in the use of Excel, Power BI and creation of informative dashboards.
* Experience working within a government.
* Experience in Contract Management.
* Project Management experience.
* SharePoint experience.

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
