Job Responsibilities
1. Implement the Welsh Government’s Renewal and Upgrade programme by commissioning design services and managed works, ensuring compliance with policies and procedures of both Welsh Government and SWTRA.
2. Liaise with the Welsh Government and serve as the technical lead for highway-related issues.
3. Manage the Highways Capital Projects Delivery Teams, including assigning briefs, work packages, developing programmes, and overseeing project administration to ensure timely delivery across South Wales Trunk Road Agent Area.
4. Hold overall responsibility for the Capital Delivery Team to provide high-quality services that enable Welsh Government to meet statutory duties.
5. Manage in-house multifunctional capital delivery teams, ensuring delivery aligns with Agent procedures, including financial and programme forecasting and reporting.
6. Allocate workload across teams and supply chain, making delegation decisions to meet Welsh Government briefs and statutory commitments.
7. Coordinate, prioritize, and deliver Welsh Government’s Highways, Community Safety, and ITS Capital projects, ensuring delivery within cost, time, and quality parameters, while managing public and media relations.
8. Assist in programming the Agent’s Annual and multi-year schemes, providing accurate monthly and quarterly updates to Street Works and Communication teams.
9. Develop and maintain the current works programme, coordinating with Network Operations to ensure routine and cyclic operations are delivered with minimal network impact.
10. Commission and manage private and public sector service providers and consultants, ensuring compliance with Agent procedures.
11. Review and improve services continuously, advising senior management on policies and procedures, and implementing approved improvement plans.
12. Implement systems to audit, monitor, and manage supply chain performance on projects.
13. Act as Project Manager and CDM client on major projects, applying PRINCE2 project management principles.
14. Ensure health and safety processes are followed within the area of work.
15. Commission and oversee consultancy and contractor services, ensuring performance standards are met.
16. Manage information in line with council standards and data protection legislation.
17. Promote a culture of innovation and continuous improvement, staying updated on industry developments and best practices.
18. Collaborate with wider teams including Structures, Operations, Network, Commercial, and Finance, following policies and procedures.
19. Lead on larger, complex, or politically sensitive schemes, such as Multi Asset Renewal schemes.
20. Perform other relevant duties as assigned by the line manager.
