The Housing Officer will work as part of the Homes and Communities team to provide a comprehensive, customer-focused Housing Management service. This is a demanding role that generally involves oral and written communication, allocations, voids, debt recovery, tenant / community involvement / participation and dealing with anti-social behaviour.
Responsibilities
* To provide a comprehensive Housing Management Service.
* To encourage and promote tenant and community involvement and participation including attendance at Tenant Forums and events.
* To deal with all breaches of tenancy conditions, collect information, evidence and attend court proceedings.
* To allocate properties according to policies and procedures, liaising with Northern Ireland Housing Executive and other interested parties, ensuring allocations are made promptly to reduce void loss.
* To manage anti-social behaviour issues / complaints, in line with policy and procedure.
* To regularly carry out inspections and monitor health & safety and service delivery on schemes.
* Take responsibility for the management of the rent arrears process, including current and former tenant arrears, service charge accounts, tenant responsibility repairs accounts and escalate serious matters or matters requiring legal action to HM.
* To carry out void inspections and control voids in accordance with policies and procedures.
* To deal with telephone enquiries and personal callers, respecting confidentiality and ensuring compliance with Data Protection legislation.
* To signing up new tenants, providing information to applicants and undertaking accompanied viewings.
* To maintain detailed knowledge of benefit, housing and other relevant legislation, briefing staff and/ or customers on relevant areas including the production of literature and reference materials.
* To assist with implementation of customer service standards and achieve targets detailed in our corporate and operational performance indicators.
* To supervise Community Assistants in providing a service to tenants and residents at schemes.
Skills and Qualifications
* Hold a Level 4 qualification or equivalent in Housing Management and one year’s relevant experience of working in a housing management environment.
* Or three years' relevant experience of working in a housing management environment.
* Relevant experience must include at least one of the following: voids, allocations, debt recovery and dealing with anti-social behaviour.
* Experience in the proficient use of Microsoft Office applications including Outlook, Word and Excel (demonstrated by work examples).
* Hold a current full, (preferably) clean driving license that allows driving in the UK, with use of a private vehicle for business use or, in the case of disability, be able to demonstrate how the mobility requirements of the position will be met.
* Experience of working with internal and external stakeholders and customers, with a confidential and professional manner, providing effective customer services (demonstrated by examples).
* Experience in the use of a Housing Management computerised management information system to input, retrieve and analyse data to generate reports as required.
* Relevant experience in voids, allocations, debt recovery and dealing with anti-social behaviour.
* Experience in supervision of staff.
