Job Description:
The Major Hazards Risk Assessment Unit (MHRAU) within CEMHD is responsible for contributing to the regulation of onshore major hazard sites, focusing on assessing risks from Control of Major Accident Hazards’ (COMAH) establishments. The unit collaborates with other government parts, including Scotland and Wales, providing statutory land use planning advice on development around major hazard sites and pipelines to authorities, duty holders, developers, and the public. It also offers statutory advice on hazardous substances consent applications for businesses handling significant quantities of flammable or toxic substances. Ensuring public safety in land use planning related to major hazards is central to its activities. The unit’s statutory activities cover onshore installations and pipelines under various regulations, including:
* The Planning (Hazardous Substances) Regulations (Hazardous Substance Consent, HSC).
* Control of Major Accident Hazard Regulations (COMAH).
* The Town and Country Planning (Development Management Procedure) (England) Order.
Your role will include:
* Evaluating technical risks to people associated with COMAH establishments, focusing on technical assessments rather than occupational risks.
* Providing statutory and commercial advice on risks from onshore major hazard installations and pipelines to stakeholders such as local authorities, government departments, and developers.
* Maintaining technical policy topics, methodologies, hazard assessment tools, and supporting guidance.
* Commissioning scientific studies and overseeing their delivery.
* Representing HSE at land use planning appeals, inquiries, and technical gatherings.
Please note: This role requires occasional travel to sites, which may involve overnight stays.
Training:
As a Specialist Inspector, you will undergo a two-year Specialist Training Programme (STP), including in-depth legal training and assessments on occupational health and safety. Successful completion is required. Additional technical training related to major hazards regulation will be provided alongside on-the-job training to develop your expertise.
