Following the resignation of the existing postholder, an exciting opportunity has arisen for a highly skilled Capital Regeneration Programme Lead to help us continue to transform Calderdale.
The Major Projects Service
The Major Projects Service is responsible for developing, managing, and delivering major construction and infrastructure projects on behalf of the Council, and comprises three teams:
* Capital Regeneration;
* Highways and Infrastructure;
* Schools Capital.
As the Capital Regeneration Programme Lead, you would lead the Capital Regeneration Team.
The Role
The Capital Regeneration Programme Lead is responsible for securing, overseeing, and directing the development, delivery, and implementation of projects, corporate initiatives, and cross-programme workstreams, ensuring that the Council's best interests are met. Managing and overseeing a multi-skilled team of internal and external teams, the key objective of the role is to identify and secure the resources for projects and ensure they are delivered within the agreed time, cost, and quality parameters.
Working with the Council's Cabinet, Elected Members, Directors, and internal and external stakeholders, the postholder will have excellent relationship skills and the ability to influence and balance strategic leadership with effective programme and project management.
The Person
Applicants should possess a degree-level qualification in a relevant subject and/or substantial demonstrable experience in developing and delivering construction projects. You will be a proven leader with successful experience of all project delivery stages, including contractual options, procurement procedures, and effective risk management. You will thrive in a fast-paced, solution-focused delivery environment. You will be able to think and act strategically, demonstrating a clear vision that can be translated into effective action. You will have a proven track record that includes effective resource and financial management, strong organisational skills, excellent negotiation and consultation skills, and the ability to influence in an assertive but non-confrontational way.
