Job Description
Deputy Director (Transformation Portfolio Office) for NHS England. Based in Leeds LS, United Kingdom. This role requires a strong portfolio, programme management, or digital delivery background, with excellent communication, stakeholder management and influencing skills. The post holder will lead a team across Planning & Reporting, Governance & Investment, and Assurance & Risk, and will drive a benefits-led planning and reporting structure while setting ambitious but deliverable objectives. The role involves high senior exposure, including leading monthly discussions with the National Director and senior team, and influencing the overall direction of transformational investment-driven delivery in the NHS.
Responsibilities
* Lead a team of approx. 37 people across Planning & Reporting, Governance & Investment, and Assurance & Risk to set and track the delivery plan for the directorate.
* Drive a benefits-first model, maximise benefits to patients, and set the annual business plan with multi-year planning such as through the Spending Review.
* Oversee investment assurance, provide due scrutiny, constructive challenge, and independent advice on the value of investments.
* Ensure the Directorate has appropriate risk management; proactively identify major risks and resolve or escalate them as needed.
* Collaborate with Directors, Senior Responsible Officers, and others to identify challenges and resolve issues swiftly.
* Lead monthly delivery reporting with insight and analysis to focus management attention where needed most.
* Manage relationships with the Infrastructure and Projects Authority and develop relations with HM Treasury.
* Build partnerships across NHS England, supporting NHS England-wide reporting and assurance activities.
* Work with Transformation Strategy and Finance teams to shape the plan for tech-enabled transformation in the NHS and evolve practices to support digital agile delivery.
* Ensure robust governance within the Transformation Directorate and align with NHS England board purposes to improve health outcomes and reduce health inequalities.
* Engage with local systems and providers to enable improvements in health and patient outcomes, and contribute to creating a great environment for NHS staff.
Essential criteria
* Recognised senior level qualification in programme or product management (e.g., MPLA or PLP).
* Significant experience in project and programme management techniques and tools.
* Practitioner level accreditation in project/programme management (e.g., MSP, APM, MOP, Agile).
* Extensive knowledge/experience in: portfolio or programme management; digital transformation programmes; digital product/service management; integration of programme management with strategic decision-making.
* Experience delivering major technology and transformational change programmes across multiple organisations/stakeholders.
* Senior leadership experience at national/regional/system level with strong collaboration and networking skills.
* Proven ability to present to large groups in politically sensitive environments and manage external communications and media relations where appropriate.
* Ability to prepare concise, insightful communications for senior stakeholders.
Assessment
Following shortlisting, candidates will be invited to a Staff Engagement Exercise with a brief presentation and a 30-minute discussion with colleagues from the Portfolio Office and nearby teams.
