Technical Commercial Manager

As a Technical Commercial Manager, you will be a critical member of the delivery team, based in the Thames Valley area. Your core focus will be on the Technical, Commercial, and Managerial oversight of all Mechanical, Electrical, and Public Health (MEP/M&E) services elements within commercial fit-out projects.
This role requires end-to-end responsibility, assisting in the development of Building Services MEP performance specifications for tender, managing the subsequent supply chain tender process, and overseeing the successful installation and commissioning on site. You will be responsible for managing multiple, concurrent projects at various stages of the project lifecycle from an M&E perspective.
Key Responsibilities
Technical & Design Management
* Organise and manage the production of detailed MEP performance specifications to RIBA Stage 2/3 level for the supply chain to tender on a Design & Build basis.
* Conduct thorough building surveys/appraisals, producing technical reports and recommendations for existing and/or new MEP services, including BMS controls.
* Develop, review, and refine specifications, drawings, and M&E schedules to ensure compliance with project requirements, budgets, and technical standards.
* Review and provide formal Approval of Sub-Contractor technical submissions and drawings (including coordinated services layouts).
* Prepare detailed commissioning programmes and proactively manage the entire commissioning and close-out process, including witness testing and documentation handover.
Commercial & Project Management
* Lead projects from their early inception, ensuring the M&E scope is clearly defined, designs are completed on time, and are strictly in line with the client’s budget and commercial requirements.
* Act as the technical and commercial interface between the client, designers, specialist contractors, and the project delivery team.
* Provide crucial technical and commercial input into the Evaluation of Sub-Contractor tender bids and design documentation, assisting with contractor selection and negotiation.
* Assist and advise the Estimation, Pre-Construction, and Design teams with risk identification, value engineering, problem-solving, and accurate MEP services budgeting.
* Chair M&E site meetings, monitor sub-contractor progress against the programme, and offer expert technical advice to resolve site issues swiftly and commercially.
* Contribute to regular project reports, attend all necessary project meetings, and conduct formal Quality Audits on ongoing and completed M&E installations to ensure full compliance.
Skills & Experiences
* Proven experience in the commercial fit-out or construction industry, ideally involving projects with significant M&E value (e.g., project values exceeding £5m+).
* Recognised qualifications in Building Services Engineering or a closely related discipline (e.g., Mechanical, Electrical, or HVAC Engineering).
* Comprehensive technical knowledge of MEP, and Life Safety Building Services.
* Deep understanding of the pre-construction and design management processes, particularly the management of the MEP Design & Build phase.
* Proven ability to input into, and evaluate the commercial aspects of, M&E bids and packages.
* Strong relationship-focused approach when working with clients, designers, and sub-contractors.
