An exciting opportunity has arisen for a Senior Contracts and Reporting Officer to join our Strategic Commissioning and Procurement Team at Hampshire County Council.
The Role:
The Strategic Commissioning and Procurement Team supports Hampshire County Council and Hampshire and Isle of Wight Fire and Rescue Service as well as providing procurement services to a number of other external clients including County Councils, Combined Mayoral Authorities, District, Borough and Parish Councils, National Park Authorities and educational establishments.
We are currently seeking a Senior Contracts and Reporting Officer to specifically support our commercial contracts and procurement preparations for Local Government Reorganisation (LGR).
What you'll do:
The role is required to support consistent, robust and accurate commercial contract data collection, the analysis and maintenance of records in relation to the Council's commercial contracts and to support procurement activity using the Contract Management and e:Procurement Systems. The role will support the production of accurate and timely contract data and information to provide knowledge and insight to support the LGR process.
What we're looking for:
Data Management

:Expert proficiency in reporting systems, advanced Microsoft Excel skills and proficient in the use of Office 365 software (e.g. SharePoint, MS Teams, Word etc.) and experienced in the use of Contract Management systems.
:A comprehensive understanding and ability to analyse, interpret and present contract information and financial spend data in a format easily understood and appropriate for the end user.
:Experienced in the use of data reporting and analytical tools and their functions.
:Able to accurately and efficiently input to, upload to and manage data and information within an App.
:Be able to compare, contrast and manage large data and information sets from more than one source, pulling them into a single accurate set of information.
:A good level of understanding and application of GDPR requirements to information and data they are managing.
:Be able to extract and analyse data and create regular accurate reports that are able to be understood by a wide range of readership.
:Ability to support the maintenance of data records in a safe and complaint manner.
Contracts and Procurement

:Has an awareness and basic understanding of commercial contracts, including key terms, obligations, risk allocation, and the ability this knowledge in the context of LGR.
:Has a good level of awareness of the wider Public Sector procurement, commissioning and contractual landscape.
General Skills and Experience

:Capable of managing cross functional activity to generate material value across multiple categories.
:Ability to deal with ambiguity, complexity of information and have the ability to comfortably multi:task with competing deadlines.

:Strong project management and planning skills and experience and capacity to manage large and complex projects.
