Compliance Manager (Residential Property & Safety)

Key Responsibilities: To ensure 100% statutory compliance across the building's 'Big Six' and structural fabric, proactively managing communal risks to protect both resident safety and the long-term value of the asset.

As we navigate the complex landscape of the 2026 Building Safety reforms, we are looking for a rigorous, detail-oriented Compliance Manager to safeguard our portfolio and our residents.
Role Purpose
To lead the strategic and operational delivery of health, safety, and building compliance across the Charm Living portfolio. You will ensure 100% adherence to statutory requirements, with a specific focus on the Building Safety Act 2022 and the 2026 Residential Evacuation Plan regulations.
Key Responsibilities
1. Building Safety & The "Golden Thread"
2. Safety Case Management: Act as the lead for all "Higher-Risk Buildings" (HRBs), maintaining the Golden Thread of digital information.
3. Building Assessment Certificates: Lead the application process for Building Assessment Certificates with the Building Safety Regulator (BSR).
4. Safety Case Reports: Regularly review and update Building Safety Case reports to demonstrate how major fire and structural risks are being managed.
5. 2026 Evacuation & Fire Safety Compliance
6. Relevant Resident Management: Implement the 2026 framework for identifying "Relevant Residents" (those with physical or cognitive impairments).
7. PCFRAs: Oversee the delivery of Person-Centred Fire Risk Assessments for all identified residents.
8. Evacuation Statements: Ensure every Relevant Resident has a tailored Emergency Evacuation Statement, and that these are shared with Local Fire and Rescue Authorities.
9. Secure Info Boxes: Maintain the accuracy of plans and resident data stored in on-site Secure Information Boxes for emergency services.
10. Statutory "Big Six" Oversight
Maintain a "zero-fail" culture across the core compliance areas:
* Fire: Oversee the Fire Risk Assessment (FRA) cycle and remediation of all "Life Safety" actions.
* Water: Manage Legionella risk assessments and remedial works (ACOP L8).
* Asbestos: Maintain the asbestos register and ensure re-inspections are conducted.
* Gas & Electric: Ensure valid LGSRs (Landlord Gas Safety Records) and EICRs (Electrical Installation Condition Reports) are in place for all communal and demised areas.
* Lifts: Manage LOLER inspections and maintenance schedules.
* Resident Engagement & Transparency
* Develop and deliver the Resident Engagement Strategy as required by law, ensuring residents are informed of safety risks and how to report them.
* Act as the point of escalation for resident safety concerns, ensuring a transparent "no-blame" reporting culture.
Key Legislation & Standards
The successful candidate will be the internal expert on:
* The Building Safety Act 2022 (and all secondary legislation).
* The Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 (Effective April 2026).
* The Regulatory Reform (Fire Safety) Order 2005.
* Management of Health and Safety at Work Regulations 1999.
* The Housing Health and Safety Rating System (HHSRS) / Awaab's Law.
Person Specification
Qualifications
Essential: NEBOSH Diploma or equivalent Level 6 Safety qual.
Desirable: Fire Risk Assessment Cert (IFE/IFSM).
Experience
Essential: 5+ years in Residential/Social Housing Compliance.
Desirable: Experience managing HRBs (18m+ buildings).
Technical
Essential: Expert knowledge of 2026 PEEP/PCFRA regulations.
Desirable: Proficiency in compliance software (e.g., RiskHub/Quooda etc.). Knowledge of Qube preferable.
Soft Skills
Essential: High-level diplomacy for resident engagement.
Desirable: Ability to present safety data to Board Level.
Terms & Benefits
