Job Description
Are you experienced in Fire Safety and looking for a new role in some of Scotland’s most historic buildings? If the answer is yes, this exciting opportunity could be for you.
We are currently seeking applications for a Fire Safety Manager with the National Records of Scotland (NRS). The Fire Safety Manager will support the Head of Facilities and Workplace Improvements and the Head of Estates Portfolio on all aspects of fire safety, to ensure we meet our statutory and regulatory obligations for fire safety set out in the Fire (Scotland) Act 2005 and the associated Fire Safety (Scotland) Regulations 2006. As well as protecting life safety in the event of a fire, we have specific goals in relation to protecting our collections and buildings (property and asset risk), some of which have specialist archive accommodation and are A-listed.
You will be responsible for leading on and overseeing implementation of fire safety arrangements for all properties within the NRS estate, and other properties as determined by the Head of Facilities and Workplace Improvements.
Responsibilities
* Ensure compliance with all statutory and regulatory obligations, industry standards and best practice in relation to fire safety, and identify areas of non-compliance
* Undertake competent Fire Risk Assessments for all NRS owned and/or occupied properties, in compliance with the Fire (Scotland) Act 2005 and Fire Safety (Scotland) Regulations 2006
* Ensure fire safety arrangements, emergency evacuation plans, and assisted emergency evacuation arrangements are kept under regular review and updated for all NRS owned and/or occupied properties; and ensure their successful implementation
* Support the review of storage arrangements for collections to develop asset protection strategies across the Estate and advise on fire safety considerations for projects/activities to ensure regulatory compliance
* Undertake competent fire safety audits, report on fire safety performance indicators, and provide fire safety training reflecting the needs of the organisation.
* Oversee implementation of action plans on recommendations from independent Fire Safety reviews, and Fire Risk Assessments, and provide reports on progress for the Health and Safety Committee and other forums.
* Engage with all business areas to ensure risks and issues are understood and managed and engage with the NRS Capability and Talent lead to advise on requirements for staff training.
* Organise, co-ordinate and support fire safety role holders, including fire marshals and fire safety co-ordinators, fire response teams, and others with a critical response role.
Qualifications
A degree in a relevant fire safety related subject, or equivalent, i.e. approved fire safety Modules (Ref: Fire Service College, Moreton in Marsh, England).

Experience
* Expert knowledge of fire safety legislation, relevant Scottish Government guides, industry standards and best practice, with a proven track record in delivering fire safety advisory / management services, including in medium to high-risk organisations.
* Competent Fire Risk Assessor, with good knowledge of PAS79-1:2020 and experienced in identifying, managing and delivering improvements in fire safety across a complex estate including the development of policies, strategies and operational plans to meet fire safety objectives (preferably with listed building and archive experience, or similar).
* Experienced in developing and delivering fire safety training courses, including bespoke fire related presentations to senior stakeholders and third-party groups.
* Evidence of continuing professional development; ideally a member of a fire related organisation such as the Institute of Fire Safety Managers.
* Excellent ICT skills, including the use of MS applications and bespoke/proprietary systems/software, and the ability to organise, maintain, use and ensure integrity of data and information; together with excellent communication skills including report writing.

Working Pattern
