Recruitment of Parish Clerk – Horndean Parish Council
Salary Scale: NJC Grade currently £46,731 - £50,788 p/a (Pay Award Pending)
Pro rata 30hrs / week, Monday to Thursday
Plus – Local Government Pension Scheme, Possible Relocation Package and Free Parking.
Horndean Parish Council is seeking to appoint an innovative, forward thinking and proactive Parish Clerk to manage the Council and ensure the Council achieves its targets and aspirations.
Based in Horndean itself, with a population of around 13,500, a precept of just over £510,000 for 2025/26 and an annual budget of just over £576,000, it is a town which is expanding and with excellent facilities and aspirations to ensure the very best services and facilities are provided for its residents and visitors. There are also a number of projects which the Council wishes to undertake over the next year or so, as well as advise on, and drive, the increasingly likely devolution programme and opportunities within Hampshire as a result of Local Government re-organisation.
The Parish Clerk will lead on managing the Council, manage a number of staff directly whilst also act as the primary link and advisor to the elected Councillors.
Applicants must be able to demonstrate that they have relevant experience – a track record of service achievement and innovation, commitment to public service, be motivated, community focused, and possess sound financial, managerial, communication and organisational skills.
Candidates should ideally have a knowledge of local government law and procedures, or at least a desire to learn quickly, as well as a sound knowledge and awareness of financial budget management, all supported by suitable experience and qualifications.
Attendance at evening meetings and weekend events may be required, for which time off in lieu will be granted. Horndean Parish Council is committed to Equality of Opportunity and actively welcomes applications from all sections of the community.
