Overview
BANK OF ENGLAND – Senior Business Analyst, RTGS – CORE
External role, 23‑month fixed‑term contract. Based in Leeds or London. The role reports to the RTGS Lead Business Analyst in Technology Strategy and Architecture.
Responsibilities
* Partner with Technology Strategy & Architecture teams to deliver a clear future roadmap for RTGS over a multi‑year horizon.
* Apply business analysis skills to all proposed changes to RTGS applications, managing the requirements lifecycle for data and systems implementations.
* Analyse and document technology and business operating and change needs, producing detailed as‑is and to‑be documentation.
* Conduct impact analysis on changing business processes and structures to highlight severity and nature of change to operations.
* Engage and manage multiple stakeholders, supporting the delivery of all products within the overall strategy and Bank standards.
* Design and maintain analytical artefacts that support the TSA division, including detailed documents that explain future versus present to colleagues and systems.
* Represent RTGS in discussions with TSA colleagues to advise and support the development of services and architectural practices.
* Participate and contribute to current and future design governance processes and boards.
Essential Criteria
* Strong exposure to analysing, creating and accurately detailing business and solution requirements using business process models, use cases and data models.
* Ability to develop a deep technical understanding of multiple value streams across the RTGS environment.
* Highly collaborative personality and team working skills to facilitate engagement with Product Owners, Architects, security consultants and Technology domain leads.
* Excellent stakeholder management at all levels, both internally and externally.
* Proactive problem solver with independent judgement and strong influencing skills, knowing when to act on key issues that require support from the leadership team.
* Ability to influence business direction and translate associated business plans and requirements into supporting RTGS and broader enterprise strategies.
* Regularly demonstrate best practice, articulating options and any trade‑offs to Business leaders.
* Understand and assess the difference between small, medium and large changes – providing assurance and controls on planned changes.
* Build effective networks to drive credibility.
* Comfortable switching between product and project delivery methodologies.
Desirable Criteria
* ISEB / BCS BA Diploma, IIBA certification (e.g. CBAP) or equivalent.
* Think critically, develop long‑term strategies and target and transitional states, advocating direction with business partners.
* Effectively support a breadth of partners and demonstrate understanding of their expectations.
* General knowledge of IT and technology solutions and paradigms, speaking to appropriateness or otherwise of their use in varying contexts.
* Understanding of relevant legislation and compliance for the domain.
* Experience of Agile analysis and delivery frameworks and methodologies (e.g. SAFE).
* Experience working in a Product delivery model.
* Scenario planning to anticipate problems, issues and identify mitigating paths and solutions.
* Self‑manage and self‑motivate.
* Experience working in the payments industry.
* Desire to shape new and existing products, influencing decision makers through insights and analysis.
