Senior Compliance Manager – Infrastructure Projects

Our client, a leading infrastructure investor, are seeking a highly experienced Senior Compliance Manager to oversee and administer complex infrastructure contracts, ensuring compliance with all contractual obligations and performance standards for a high profile project. The primary focus is to ensure that the Project obligations are fully discharged and that the scope of services defined within the Management Services Agreement (MSA) is delivered efficiently across both construction and operational phases of the project.
Key Responsibilities
Contract Compliance & Deliverables
* Manage sub-contractors and third-party consultants to ensure obligations under the Project Documents are met.
* Maintain detailed electronic records of contractual deliverables, correspondence, and approvals.
* Develop and utilise an Integrated Assurance and Approval Plan (IAAP) and support production/maintenance of the Agreement Manual.
Contractual Default & Risk Management
* Monitor contract performance, early warning triggers, and thresholds to prevent defaults.
* Mitigate events of default and implement remedial measures in agreement with stakeholders.
* Ensure compliance with relevant clauses of the Project Agreement.
Change Control & Variations
* Administer the change control and variations process, ensuring compliance with Project Documents.
* Maintain a Change Control Register and manage ‘change in law’ procedures.
Performance & KPI Management
* Track key performance indicators, develop improvement plans, and address performance issues.
* Maintain an early warning tracker of disputes and elevate issues promptly.
* Produce detailed reports outlining disputes, potential positions, and recommended resolutions.
Corporate & Reporting Responsibilities
* Maintain a corporate calendar summarising key milestones and Board-related events.
* Prepare monthly MSA reports and other required management reporting.
Minimum Qualifications
* Degree in Construction, Engineering, or a related discipline.
* Membership of a relevant professional body.
* 5+ years in contract management on large-scale infrastructure projects.
* Proven ability to interpret complex legal and commercial documents and translate them into operational requirements.
* Knowledge of dispute resolution, variation/change control, and performance monitoring.
* Familiarity with ISO standards (ISO 9001, 14001, 45001) and compliance frameworks.
* Proficiency in contract management and document control systems (SharePoint, ASite, etc.).
* Experience with complex construction/delivery contracts (NEC, PFI, PPP).
* Excellent negotiation, communication, and stakeholder management skills.
