We offer an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme. Your role will support risk mitigation, issue resolution, and removing barriers to ensure alignment with the business case and value for money.
We seek someone with a proven track record in managing complex financial information, collaborating effectively, and driving value for money and ongoing investment.
Key Tasks include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives, owning the change control process.
* Supporting the Programme Manager to assure changes to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular financial and programme reports across EA, Defra, and external suppliers.
* Supporting investment and funding activities with the Programme Manager and Director.
* Ensuring programme adherence to governance and assurance requirements.
* Supporting ongoing business management through whole life cost allocations.
The Team
The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation, setting the strategic direction for digital services that transform regulation processes. You will work within a multidisciplinary team, alongside Defra shared services and third-party suppliers, to shape user-centered online services and digital platforms that are efficient, simple, and fast.
Experience and Skills Required
Beneficial but not essential experience includes:
* Experience working in a fast-paced, dynamic programme
* Extensive digital skills (Microsoft Excel, SharePoint, PowerBI, etc.)
* Managing complex financial information
* Understanding of financial, business planning, and budgetary processes (charge funding, CDEL, RDEL, recharges)
* Purchase order management
* Experience with business cases, approval, assurance routes, and change control processes
* Experience in digital programmes (helpful but not essential)
* Knowledge of governance around spend control and assurance processes
* Proven ability to lead, engage stakeholders, and drive innovation and best practices
Additional Information
You will have an incident management development objective, with support and training provided. The role is flexible regarding location, with some travel and overnight stays possible.
