Overview
Technical Officer – Perth & Kinross Council
Based in the Housing Capital Projects and New Builds Team, the role supports the Housing Service in delivering net zero targets set by the Scottish Government.
Responsibilities
* Assist in planning, implementation and management of projects that meet Climate Change (Scotland) Act 2019 obligations.
* Work with the Project Manager to support the Council’s Housing Capital Investment Programme.
* Provide technical support for small refurbishment and renewal projects: extensions, major and minor adaptations, and refurbishments of individual properties.
* Prepare project briefs, technical drawings, specifications, planning and Building Warrant submissions, reports, and site supervision.
* Manage allocated budgets, verify accuracy of invoices, and maintain quality control and compliance with CDM Regulations.
* Attend contractor technical and progress meetings and community/service team meetings.
* Engage with tenants, owner‑occupiers and other customers to assess technical aspects of small refurbishment, improvement and energy efficiency projects.
* Support procurement of contracts and collaboration with other Council services, utilities, and external agencies.
* Ensure works are conducted in accordance with contract conditions, Health and Safety legislation, and Construction and Design (CDM) Regulations.
* Maintain accurate technical support and information for Council tenants and residents, Repairs Centre staff and Locality Teams staff as required.
* Draft reports and documentation to meet all corporate and internal governance arrangements.
* Assist the Project Manager with performance management and quality assurance of project implementation and delivery.
Qualifications
* HNC or equivalent in a property, surveying or construction industry discipline.
* Significant experience in a construction field, with awareness of CDM Regulations.
* Strong working knowledge of current Building Regulations and ability to apply this to technical requirements.
* Computer literacy with IT skills for database interrogation and spreadsheet design.
* Valid, clean driving licence.
* Excellent verbal and written communication skills, with ability to convey key ideas and project overviews at all levels.
* Adaptable to change and capable of working on own initiative with minimal supervision.
* Aware of or able to undertake training to act as Principal Designer on capital projects.
