A fantastic opportunity has arisen within our Property Services team for a Building Safety and Compliance Manager. This senior role will lead and inspire our “big six” compliance areas, ensuring the Council meets all statutory and regulatory requirements across a diverse property portfolio. You will provide expert advice on building safety, while driving forward compliance programmes, managing performance, and leading a high‑performing team to deliver safe, high-quality, and value‑for‑money services. We are seeking an experienced leader with a strong background in local authority or similar environments, who can foster collaboration, manage risk effectively, and deliver continuous improvement across services.
This role will support the Director of Property Services to deliver a range of services, working within the relevant legislative framework and organisational policies. To provide excellent knowledge, professional advice and experience of building safety, in particular in relation to fire, and to lead the Property Services teams in delivering a range of compliance programmes to ensure the council fully discharges its statutory duties. Key to the role will be the need to manage, inspire and develop the team to provide high quality, value for money services to the residents and effective collective corporate support to the Council to enable the delivery of the Council’s ambitious agenda, through interactions with staff, elected Members and other stakeholders. Working together to provide ownership of cross‑cutting challenges and opportunities, breaking down silos and working across teams to take a whole‑system approach which puts the customer at the heart of things.
Responsibilities
* Work collaboratively with colleagues to deliver the Corporate Plan and service plan.
* Take a collaborative approach to service delivery across the Council to deliver positive outcomes beyond traditional service boundaries where required and directed by sharing knowledge, experience across the council.
* Lead the delivery and development of the team and the staff that deliver these services, as well as external suppliers/contractors.
* Work with the Director of Property Service as a member of the service management team to ensure all strategies, plans and activities are aligned with business needs and support delivery of the corporate plan.
* Responsibility for the completeness, accuracy and integrity of data within and across systems used by the team, reporting and analysing that data to enable informed decisions to be made.
* Responsible for providing excellent knowledge, professional advice and experience of building safety, in particular in relation to fire, and to lead the Property Services teams in delivering a range of compliance programmes to ensure the council fully discharges its statutory duties.
* Demonstrate excellent understanding and knowledge of building safety within large property portfolios.
Skills Required
* Excellent understanding and knowledge of building safety within large property portfolios.
* Sound understanding of the requirement of digital building information and safety case files.
* Strong track record of developing and delivering innovative building safety strategies.
* Detailed experience and knowledge of construction, planned works and repairs and maintenance.
* Experience in managing planned capital, large complex revenue works and/or M&E projects and term contracts with a value of up to £10m per annum.
* Be pragmatic and proactive in building strong relationships with key stakeholders, particularly tenants and leaseholders.
* Manage and motivate a team of support staff as and when required according to the nature, scale and complexity of the works in hand.
* Set objectives and performance measures, monitor performance and provide guidance and support.
* Undertake performance management of staff, contractors and consultants.
* Provide clear explanations of policies, give professional judgements and make logical decisions relating to services covered by the role.
Educational Requirements
* IFE at GIFireE or above, membership of RICS, CIOB or IFSM.
* Evidence of competence across a full range of compliance areas and project management skills.
* A good standard of general education and evidence of continued professional development is essential.
