Summary of Role:
A key role supporting the Senior Finance Manager – Functional BP, Bids & Proposals and Compliance to manage and deliver successful bids & proposals.
Main Duties:
1. Support the implementation of a clear pricing strategy across the RSL business
2. Support the evaluation of the award pipeline to ensure ROI and bid and proposal activity is in line with delivering the RUK strategic plan.
3. Plan bid activity. Ensure that bid teams have the necessary resources and strategic direction to support efficient, successful bid process
4. Monitor proposal funding vs. spend and ongoing course correction as necessary
5. Support the standardisation of pricing across the organisation following the consolidation of the Business and Mission Area Units. Help create a new end to end pricing process and RASCI and integrate this within ProPricer and the new finance system
6. Support the acquisition stage of new franchises
7. Conduct, in conjunction with Supply Chain and the CTO office, make vs buy decisions to ensure we are bringing the best technical offering at competitive price
8. Embed strategic Price-To-Win (PTW)Ensure that Price to Win analysis on proposals is robust, well understood and provides recommendations to management on changes to pricing strategyEnsure that all programmes understand their price point, both now and in the future. Engage with the functions and business to ensure that there is a plan to hit future PTWs.Construct and maintain a price to win database, that allows the business to leverage prior analysis, competitive intelligence and successful pricing strategies to future proposals whilst reducing the reliance on external consultants
9. Provide the business and functions with a strategic business partner, helping them to understand value for money in execution, challenge ways of working and BOEs to drive efficiencies into our bidding
10. Manage the process of preparing pricing analysis / data to support RSL gates 3/4 and customer requested supporting data
11. Support the RSL business lifecycle process, attending the Gate 3 (bid / no-bid meetings), Gate 4 (proposal approval) and any other Gates deemed appropriate. Support successful handover of pricing info for Gate 5 reviews
12. Ensure bids are accurate (not under or over bid) and that they account for potential changes to environment (e.g. rates changes)
13. Work with the Functions, particularly Program Management, to ensure that pricing is structured to meet both internal and external reporting requirements
Candidate Requirements:
Essential:
14. Qualified Accountant.
15. Excellent presentational skills. Comfortable with data and detail but having the ability to extract high level messages. Experience of presenting to senior audiences
16. Ability to work on concurrent issues/problems with multiple senior stakeholders and sources of information, both internal and external, under time pressure. Being able to “think on your feet”, prioritise effectively and having a “can-do” attitude
17. Excellent stakeholder management (using both direct and indirect influencing skills)
18. Strong communicator and networker with a thirst for understanding the business model, providing meaningful and actionable insight, critical thinking and an ability to think differently about existing problems. Previous experience of dealing one-to-one with both senior and external stakeholders and building relationships
19. Being able to own issues, completer-finisher
20. Strong financial analytical skills, joining the dots, and attention to detail
21. Excellent verbal and written communication skills, including the ability to explain financial concepts to non-financial staff
22. Excellent systems skills
23. Working in a programme environment / knowledge of accounting for long term contracts
24. Negotiation experience and being an effective influencer
25. Creative and entrepreneurial, providing innovative solutions that drive value to the business
26. Knowledge of the Defence Reform Act and Federal Acquisition Regulations
27. Experience with proposal processes such as IPDS
28. Knowledge of MoD procurement methodologies & DEFCONs
Desirable:
29. Experience of working in a matrix organisation
30. Experience in previous pricing and estimating roles
31. Understanding of Project reporting including EACs & EVMS
