England is reforming agricultural policy and spending through Environmental Land Management (ELM) schemes, moving from the CAP to ELM. ELM schemes incentivise farmers and land managers to deliver water, soil and biodiversity outcomes alongside food production. Working with Defra and delivery partner colleagues, this role aims to improve services to farmers, support the EA2030 strategy and government targets for water, the environment and climate. The role will influence the design and delivery of incentives within the broader response to government reviews, contributing to clean water, economic growth and nature recovery through regulation.
The Environment Agency ELM team seeks dynamic, strategic thinkers to inform and shape the future of ELM, particularly the delivery of Countryside Stewardship Higher Tier (CSHT). This role delivers key CSHT products for the Farming and Countryside Programme, contributing to continuous improvement of the scheme through its design and delivery.
Responsibilities
* Provide advice in meetings, manage commissions, and oversee Programme milestones.
* Identify future risks and resource requirements; work across teams and organisations with senior leaders to articulate a scheme that supports outcomes.
* Support delivery of CSHT products within the Farming and Countryside Programme and participate in shaping the scheme’s design and implementation.
* Contribute to agile, fast-paced, flexible and collaborative delivery within the Nature & Place Directorate and National Agriculture and Land Team.
Experience and skills
* Experience of Agriculture and working with Defra and other statutory bodies is essential.
* Politically aware with excellent communication and networking skills.
* Understanding of environmental sensitivities related to significant agriculture sector reform.
* Experience interpreting/evaluating evidence to propose risk-based solutions for challenging problems.
* Ability to prioritise and deliver complex work; a self-starter who develops and progresses ideas.

Location and travel
You’ll have an EA Office base location, with flexible/hybrid working in England. Some travel and occasional overnights may be required. The team is dispersed and uses smart tools to stay connected and reduce travel.
