OVERVIEW
Military pay, pension, and personnel services are delivered through a mix of in-house and outsourced provision via an external supplier.
The Defence Business Services (DBS) Next Service Delivery Contract project team is developing a strategy to disaggregate the current service delivery model in preparation for the contract's expiry in 2027.
Activities have commenced to determine the preferred approach to support continuity of services beyond expiry, including consideration of various delivery models and planning for procurement activities. The existing contract has multiple service lines that need to be explored to ensure optimal delivery and value for money (VfM). Approval from the Investment Approval Committee (IAC) requires disaggregation beyond 2027. The approach supports this commitment. Current services support approximately 183,000 Armed Forces Personnel and Reservists and potentially 2.2 million Veterans. A gap in future services cannot be tolerated due to the critical nature of the services provided to service personnel and veterans, and the potential reputational damage to MOD if there is a break in service delivery.
The Role
An experienced Programme Director with a proven track record in delivering transformation is required to lead interdependent work strands and associated business change activities. They will be responsible for the successful delivery of outcomes, establishing governance and assurance, monitoring progress, managing risks and issues, and ensuring business readiness for change.
RESPONSIBILITIES
Scope / Tasks
* Lead the development of the outline business case, align with senior stakeholders, and secure approval through Programme Board, SRO, Management Board, and HMT.
* Ensure stakeholder interests are identified and managed, build consensus, and develop strategic relationships with internal and external suppliers. Work closely with the SRO to co-manage senior stakeholders.
* Provide guidance on development to the team and across the department and government.
* Build and maintain a strong, delivery-focused programme team. Provide leadership to multi-disciplinary teams.
* Identify, assess, and mitigate strategic and operational risks and issues. Keep senior stakeholders informed and engaged in risk management.
* Monitor benefit delivery and maximize benefits from the programme.
* Set success criteria, establish project controls, and be accountable for performance. Monitor progress and respond to assurance recommendations.
* Create an environment conducive to project success, working effectively and managing dependencies. Deliver benefits and outcomes as outlined in the business case.
* Ensure quality assurance of dependency management, resolve issues with stakeholders, and act as a link between the programme and governance structures.
CAPABILITIES
Skills:
* Expertise in controlling projects and stakeholder management.
* Proficiency in making evidence-based support decisions, project risk management, and setting project/programme context.
* Capability in project/programme initiation and industrial leadership.
* Awareness of contract management, planning & scheduling, cost management, and estimating.
Qualifications and Experience:
* Experience leading and managing project management teams.
* Relevant qualifications such as APM PMQ, MSP, Prince 2, or similar are desirable.
* A postgraduate qualification is also desirable.
