Rate of Pay: £44.02 - £59.77 per hour
Summary:
The Compliance Programme Manager is accountable for the end-to-end delivery, governance, and recovery of the Councils Electrical Installation Condition Report (EICR) testing programme and associated remedial works across the housing portfolio. The role leads full programme planning and contractor performance management, ensuring timely five-yearly inspections, prompt remedial actions, effective tenant engagement, and robust compliance evidence.
Responsibilities:
* Own and manage the full programme plan, milestones, and delivery schedule across inspections, remedials, access/recovery, and reporting workstreams.
* Coordinate cross-functional teams, contractors, and stakeholders to ensure delivery to time, cost, and quality standards.
* Establish risk-based prioritisation (e.g., high-risk properties, overdue cycles, vulnerable residents) and implement recovery plans for hard-to-access homes.
* Chair weekly operational progress meetings and monthly programme boards; report on risks, issues, and decisions.
* Oversee procurement planning, tendering, and contract awards in line with Council policy and value-for-money principles.
* Manage contractor performance through KPIs, SLAs, performance reviews, and improvement plans.
Essentials:
* Proven experience managing housing, compliance, or asset-related programmes within a local authority or social housing environment.
* Strong contract and supplier performance management expertise (KPIs, SLAs, improvement plans).
* Sound knowledge of EICR five-year compliance cycles and landlord compliance responsibilities.
* Excellent stakeholder engagement and tenant-focused communication skills.
* Strong governance, reporting, and assurance capability for senior leadership and Members.
