As the UK’s regulator for the energy industry, Ofgem works on behalf of energy consumers to ensure that every household and business can rely on a safe and environmentally sustainable energy supply. We are developing a new digital service to support the heat network industry and facilitate our regulatory activity.
This is an opportunity for an experienced hybrid project manager and Scrum Master to join the heat networks team, working to develop the new digital service in support of new regulations. We seek someone with experience of both waterfall and agile methodologies, who can coach delivery teams toward rapid, incremental delivery, run end‑to‑end projects (Waterfall) and lead agile ceremonies. The candidate must be comfortable working with SROs, steering groups and reporting programme‑level risks, issues, deliverables and milestones.
Key Responsibilities
* Deliver projects and services using Agile methodologies, act as scrum master, leading and coordinating Agile ceremonies.
* Work with the Senior Product Manager and product manager (Product Owner) to define the roadmap for any given product or project and support the team to break work down to stories they can deliver.
* Track delivery through fortnightly sprints/monthly reporting and maintain a project highlight report.
* Protect the team from outside distraction and ensure collaboration, communication and focus on mutually agreed priorities.
* Provide the Ofgem community with confidence in the effectiveness of Delivery Management and support the organisation in maturing our practices in line with Government Digital Service (GDS) standards.
* Escalate project and product risks and issues, removing barriers to delivery.
* Lead and develop a team to deliver consistently high performance against objectives.

* Project and programme reporting with delivery schedules clearly planned, communicated and tracked, including risks, issues and decisions.
* Ensure appropriate governance and Agile ceremonies such as sprint planning, retrospectives and showcases.
* Deliver an effective and motivated team that meets team and organisational objectives.
* Frequent and iterative deployment and delivery using Agile approaches.
* Effective communication within IT, project teams and business end‑users.
Person Specification
* Experience delivering complex projects or programmes within an Agile framework (lead criteria).
* Strong interpersonal skills, flexibility and ability to manage and motivate project teams (lead criteria).
* Experience delivering digital products and services.
* Project planning, resource planning, budgeting and forecasting.
* Excellent IT knowledge, including experience with MS Office applications, MS Project and new tools such as Azure DevOps.
* A recognised Agile qualification such as Certified Scrum Master or equivalent experience.
* Government Digital Service (or equivalent) experience.

Alongside your salary of £34,213, Ofgem contributes £9,911 towards your membership of the Civil Service Defined Benefit Pension scheme.
