Consultant in Public Health: National Screening Programmes - Screening Oversight & Assurance Scotland (SOAS)
Pay will be dependent on registration/qualifications: NHS Consultant (GMC Registered) pay scale £111,430–£148,064 or Agenda for Change Band 8d (UKPHR registered) pay scale £107,810-£112,426.
On 1 April 2026, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) became one national organisation, focused on continuity today and a stronger, more connected service for tomorrow.
As part of this transformation, NSS and NES have joined to form a new organisation: Public Services Delivery Scotland (PSD Scotland). This new organisation will play a pivotal role in supporting the renewal and ensuring the long‑term sustainability of health and care services across Scotland.
About the Organisation
PSD Scotland unites expertise from NES and NSS in a way that will allow us to accelerate national programmes to support the NHS to deliver better care, now and in the future.
We support staff with education and training, provide the tools and data that improve services, and run vital national functions such as procurement, logistics and blood, tissue and cell services.
Screening Oversight and Assurance Scotland (SOAS) is hosted within the Clinical Directorate of Public Services Delivery (PSD) Scotland which provides professional and clinical leadership for medical, nursing, dental, pharmacy and healthcare science across NHS Scotland. It also plays a central role within PSD Scotland to provide advice and ensure effective quality management, governance, risk management, professional development, service improvement, research development and innovation and strategic and change management.
SOAS provides a single point of national coordination, oversight and assurance of Scotland’s national screening programmes.
The Post
We are looking for an experienced Consultant in Public Health with extensive population screening expertise to join us in SOAS. Working alongside the existing SOAS Consultant in Public Health, and under the line management of the Scottish Director of Screening, the postholder will provide public health screening expertise to a portfolio of Scotland’s national screening programmes. They will support the national screening coordination team, national clinical leads and national quality assurance leads as well as providing expert advice and support to the Consultant in Public Health Leads for Screening in the 14 territorial health boards.
Qualifications
Applicants must be in possession of Membership/Fellowship of the Faculty of Public Health or equivalent, must be registered on the Specialist Register of the General Medical Council in Public Health with a licence to practice, or on the UK Public Health (Specialist) Register.
They must also have current GMC registration General Medical Council Specialist Register in Public Health or be registered as a Public Health Specialist on UKPHR at the time of applying. Candidates who have lived or worked overseas for more than 12 months in the preceding 5 years will be required to provide a criminal record check from the appropriate overseas agency.
The Candidate
You will be an experienced Consultant in Public Health/Consultant in Public Health Medicine who possesses a detailed knowledge and understanding of population screening as well as having significant experience of working at consultant level within national screening programmes. This post is not suitable for a newly qualified consultant.
The successful candidate will be required to undergo a Disclosure Scotland PVG Scheme check.
Location and Working Pattern
PSD Scotland is a remote‑friendly employer with staff based throughout Scotland. We support office‑based and hybrid working arrangements (our offices are based in Gyle Square, Edinburgh or Delta House, Glasgow).
Working pattern: Monday to Friday – full time. Consultants; 10 PAs (40hrs). AfC; 36 hrs per week.

It is a condition of this employment that you must live and remain a resident within the UK and have entitlement to work in the UK for the post in which you will be employed.
