As part of the Department of Work and Pensions (DWP) response to tackling fraud within the welfare system, the Department utilises covert surveillance to gather evidence to prove or disprove offences.
This is an opportunity to join as a team leader within our team of highly trained, dedicated Operatives in this challenging but highly rewarding role. This is not a normal office hours role. It will require you to work unsociable hours (early start and late finishes), including some weekend work, alongside a good level of fitness.
As a CFCD Covert Surveillance Team Leader, you will:
1. Ensure organisational effectiveness by providing leadership to drive the smooth running of all operations, including fostering cohesive teamwork, development, and implementation of agreed processes.
2. Regularly deploy on surveillance operations, promoting continuous professional development through regular skills reviews to ensure team members comply with relevant training and practices.
3. Create an environment that promotes team engagement, supporting a culture of coaching and teamwork.
4. Operate as part of a team focused on achieving collective goals and priorities, managing resources efficiently in a changing organisational structure to drive efficiencies and reduce costs.
5. Manage your team in responding to tasking requests, ensuring surveillance activities are compliant with legal requirements such as the Regulation of Investigatory Powers Act 2000, The Police Act 1997, and the Criminal Procedures and Investigations Act 1996, as well as the Investigatory Powers Commissioner’s Office recommendations and departmental policies.
6. Occasionally lead the Surveillance Team as an Officer in Charge (OIC), providing direction to achieve operational objectives under dynamic circumstances.
7. Undertake risk assessments.
8. Manage your team in producing high-standard evidential packages, including witness statements, evidence exhibits, and video/audio evidence, ensuring proper continuity and preparing disclosure schedules in accordance with legislation.
9. Strictly adhere to the DWP’s surveillance standards, instructions, and policies to ensure legal and procedural compliance.
10. Complete a demanding suite of learning events, including residential courses, necessary for role competence. Successful completion of these assessments is mandatory.
11. Promote professional standards at all times.
12. Appear as a witness in court as required.
13. Participate actively in surveillance operations, which may involve irregular hours, travel, and overnight stays.
