Specialist Wellbeing and Public Health Officer

Location: Chelmsford
Working Style: Hybrid-working role, with an expectation to work at a functional location 1-2 days per week, depending on business needs.
The Role
We are seeking two Specialist Public Health and Wellbeing Officers to join the Health Improvement team at Essex County Council. These roles support the Head of Service and senior managers in delivering portfolio plans, overseeing various work areas.
Accountabilities
* Provide advice, specialist knowledge, and support the development and delivery of strategy, policy, and projects within the health improvement portfolio.
* Collaborate with senior management to oversee projects and ensure high-standard delivery of activities.
* Develop, deliver, and report on plans to meet portfolio objectives.
* Manage relationships with commissioned providers to ensure high-quality outcomes and effective contract delivery.
* Write business cases or proposals to support portfolio aims.
* Support governance processes for new or redefined work.
* Coordinate procurement of commissioned services as needed.
* Work across the public health team and with Essex County Council colleagues to ensure integration and synergy.
* Build strong collaborative relationships with partners such as Alliances, ICBs, and local councils to deliver integrated activities and identify efficiencies.
* Participate in relevant regional groups.
Qualifications and Experience
* Educated to degree level or equivalent professional experience, with a proven track record in health initiatives.
* Specialist knowledge in tobacco control and sexual health is desirable but not essential.
* Experience in health commissioning, project, and programme management.
* Ability to work across multiple agendas within a diverse public health portfolio.
* Effective communication skills to engage stakeholders and partners.
* Knowledge of the commissioning cycle, project lifecycle, and related activities.
* Experience in delivering public services and managing change in complex environments.
* Experience working in a political environment and collaborating with senior stakeholders.
Additional Requirements
The role requires mobility across the operational area. Candidates must have a driving licence and access to a vehicle or alternative means to meet mobility needs.
