JOB DUTIES:
Project Scope: Implementing the Human Capital Management System (HCMS) product across seven health organizations in the province to improve human resource management, including recruitment, retention, and performance management. The scope of the HCMS functionality includes:
§ Core HR (employee and employment record, self-service transactions, job architecture, labour relations, management of benefits, absence, seniority, etc.).
§ Talent (talent acquisition, onboarding, and career lifecycle management, learning, etc.).
§ Payroll (time tracking, employee pay, deductions, tax reporting, etc.).
Objectives: Replace existing HR applications with a unified solution to enhance accountability, performance management, and workforce reporting. The HCMS functionality includes core HR, talent management, and payroll. The selected solution is the Workday software as a service (SaaS) product.
Timelines and Milestones: The project is expected to take approximately 32 months. The initial phase, completed in spring focused on standardizing current processes, policies, data and other functions to support a single shared HCMS enterprise.
Phase 1 – will begin in September and has 4 groups of work with all seven health organizations: planning, architecture and configuring, testing, and then a 2-wave deployment to implement the HCMS across all 7 health organizations.
2.2 Services Required:
This is an executive program delivery leadership role reporting to the Chief of Provincial Digital Solutions at PHSA, or a delegate lead of the Human Capital Management System (HCMS) Program. The role is responsible to plan, set-up, and establish the Program Delivery Office for the HCMS Program to successfully deliver the Workday HCM system across all 7 participating Health Organizations.
The CPO will have accountability to the HCMS Program Joint Executive Committee, comprised of executive leadership from health organizations, the senior representatives from the HCMS vendor partner, and co-chaired by PHSA’s CEO and the Ministry of Health (MoH) Assistant Deputy Minister responsible for digital health. As the Chief Program Officer (CPO) for the HCMS Program, this role is the BC Health leader accountable for implementing the HCMS Program. The CPO is responsible for end-to-end program delivery of the HCMS product across the 7 participating health organizations (PHSA, Vancouver Coastal Health authority, Providence Healthcare, Fraser Health Authority, Interior Health Authority, Northern Health Authority, and Island Health). The CPO is responsible for the development and implementation of the roles, processes, and structures required to meet the Program’s timelines, budget, and provincial scope of services, senior executive engagement, and all program demands for successful province-wide delivery.
The CPO is accountable for ensuring that all deliverables are met for the implementation of the HCMS product across all participating health organizations and associated sector partners. The CPO works in close collaboration with BC Health program and Workday executives, the provincial workstream teams and the individual health organization implementation teams to ensure provincial harmonization of processes and policies, building the core design and implementation of the HCMS with and across all health organizations. The CPO works hand in hand with Workday as the selected software provider and implementation team and is accountable for ensuring the selected partner delivers the agreed-to functionality. In addition, the CPO provides direction on the Program roadmap, manages risks and complexities associated with replacing existing HR and payroll systems.
The HCMS Program will be comprised of people from Team Workday and staff from all 7 health organizations, collectively referred to as BC Health. Staff will be assigned to program roles as per the Program Resource Plan, and the CPO will be responsible for their effectiveness and the program overall. The CPO’s role includes, but is not limited to, the following:
§ Implementation Leadership and Oversight: executive responsibility for overall delivery of the new Human Capital Management System (HCMS) across the 7 participating health organizations, including standardized design, processes, and successful implementation.
§ Interest holder Engagement: Provide sponsorship for engaging leaders and multidisciplinary departments to support the HCMS vision and goals, engaging impacted groups of executives and teams across all organizations.
§ Governance: Establish clear governance for program level decision-making and processes to drive out strategic alignment and tactical delivery of HCMS design, implementation, sustainment. Apply program governance structures, including the existing Joint Executive Committee (JEC), to drive decision making and program work in coordination with contractual agreements with Workday and BC Health, and enablement of the HCMS program’s overall delivery and effectiveness. Responsibilities: Facilitate the development of governance materials, contribute to team dynamics and collaborative relationships, and ensure effectiveness of project workgroups and reporting structures.
§ Project Management: Prepare project reports, manage risks, resolve issues, ensure business needs are met, and oversee the full Phase 1 program implementation life-cycle: planning, architecture and configuration, testing, and deployment.
§ Team Leadership and Program Staff Performance Management: Provide leadership and direction to Program teams, support performance assessment, financial management, recruitment, and team development to ensure optimal performance.
§ Budget Management: Develop, monitor and report regularly to JEC and governance about program performance related to Program budgets, oversee and manage financial utilization, and analyze activities and costs to achieve financial goals; accountable for overall program budget.
§ Transition Support: Support transition to operations (sustainment), working within the Provincial Digital Health team and facilitating transition of IT, HR, and Finance support functions.
The role is also responsible to partner with an internal executive leader, as a member of the BC Health team, to mentor and upskill the identified leader to adopt the role of CPO by April 1,. Key to this engagement is to provide a structured plan for knowledge transition of services to the internal CPO.
