The Post:
Screening Oversight and Assurance Scotland (SOAS) is responsible for overseeing, assuring, and coordinating support at a national level for population screening programmes across Scotland. SOAS directly supports the six national population screening programmes – Bowel, Breast and Cervical cancer screening, Pregnancy and Newborn screening, Diabetic Eye Screening, and Abdominal Aortic Aneurysm screening, ensuing national coordination and oversight of the work of local NHS Boards and other delivery partners. Screening programmes are large in scale, with over 1.6 million invites issued each year. At any time, around 800,000 women are eligible for breast screening in Scotland, and almost 2 million people are eligible for bowel screening.
SOAS also supports Scottish Government by providing expert advice in support of policy, taking forward major changes to national screening programmes, programmes of work to improve existing screening programmes, or the implementation of new national screening programmes. SOAS is responsible for the Scottish Equity in Screening Strategy and for supporting the modernisation of digital and data systems that underpin the national population screening programmes.
SOAS is hosted within the NSS Clinical Directorate which covers professional and clinical leadership for medical, nursing, dental, pharmacy and healthcare science, a robust strategy for quality management, governance, risk management, professional development, service improvement, research development and innovation and strategic and change management.
We are looking to appoint an experienced Health Improvement Lead to work with organisations who are involved in delivering national screening programmes, to support the delivery of a national portfolio of work aimed at providing national enablers to deliver local inequality interventions. The post holder will work within Screening Oversight and Assurance Scotland (SOAS) to identify opportunities to address inequalities across each screening programme pathway.
The Candidate:
This is a challenging role that requires the postholder to make progress in a complex area, with long-standing and stubborn inequalities. It will be necessary to provide leadership and constructive challenge to colleagues and leaders across the NHS, potentially in the face of resistance or in resource constrained environments. This will require strong management, negotiation and diplomacy skills.
Applicants should hold a Master of Public Health degree and have extensive experience of working in public health/health improvement.
Location and Working Pattern:
This post base is negotiable, however there may be travel throughout Scotland and some UK travel on occasion.
Currently hybrid working.
Monday to Friday, 37 hours per week.
It is a condition of this employment that you must live and remain a resident within the UK for the post in which you will be employed with NSS.
