The County Council is at the heart of this, serving the residents of the county About the Role The post will play a key role in translating the aims of the councils Property Strategy into robust action plans through option appraisals, feasibility studies and business cases which aim to fulfil the operational property requirements and commercial priorities of the Council. This role will ensure that the Council have an ambitious and commercial approach to investment and more efficient use of its property portfolio, which provides the premises required to deliver effective public services that are fit for future needs and make informed commercial property decisions. As a Strategic Assets Officer, the post holder will be accountable for the following activities: Identifying and evaluating opportunities for the most effective, efficient, and commercial approach to property asset management for Oxfordshire County Council. Assisting the internal service lines to assess their property needs. Preparing high quality options appraisals, business cases and evaluations to support and inform decision-making relating to the council’s property portfolio. Effective management of external contractors commissioned to develop or implement property appraisal, feasibility studies and projects. Collaborating with internal corporate services (planning, legal, finance and procurement) to ensure compliance with all legal and statutory requirements and minimise any risk to the council. To provide advisory services, technical and professional guidance and support decision makers where required and possessing a broad, in-depth asset and property investment and management skills. The postholder will be a key officer and will be expected to work across all locations as necessary. About you A dynamic and forward-thinking property professional with experience across a variety of property types and the ability to engage with a range of stakeholders as well as create innovative property solutions. A successful candidate will ideally be: Educated to a degree level with relevant experience in property Either holding a relevant professional qualification as a chartered surveyor or working towards qualification Strong commercial awareness and business acumen Ability and skill to make important financial decision affecting outcomes. Excellent communication, presentation and negotiation skills, with the ability to prepare clear and concise reports. Proficient in MS Office Ability to fulfil the driving requirements of the role.
