Length of employment: Job Summary: We have an exciting opportunity for a Programme Manager to lead the team on expiry of our Built Estate Private Finance Initiative Contracts at MoD Main Building, HMS Drake (Plymouth), Northwood HQ and MOD Corsham. This is a significant challenge for the Defence Infrastructure Organisation (DIO) with National Audit Office (NAO) and National Infrastructure and Service Transformation Authority (NISTA) recommending a preparation timeline of 7 years, we are looking for a qualified and experienced person to manage the delivery of this Exit activity programme. Key to this role is the implementation of a schedule of activity that will prepare the PFI Contracts for Exit. In doing this close liaison and interface with the existing Teams will be required to ensure activity is carried out to meet the exit and re-provision timelines. The primary task will be identifying, scheduling, managing, delivering, and reporting. The Programme Managerwill have Operational responsibility for delivering the programme and line management responsibility for the PFI exit team. The Programme Manager will ensure delivery of progress reports and be the primary contact and conduit between contract management activities. The post-holder will be expected to maintain congruence with the appropriate related teams sharing knowledge gained, capturing lessons learned, managing risk, assumptions, identifying opportunity, production of project artefacts, stakeholder and communications plans, and project progress reporting. There will be a significant tempo of activity to prepare for expiry which will include Asset and Equipment condition surveys, asset valuation, legal review, and contract obligations review. Some of this activity will necessitate identification of requirements, commission, and engagement of Subject Matter Expertise (SME) support, this alongside significant interface with transition to future replacement contracted services. The activity requires a programmatic and project approach to achieve a planned and consistent PFI exit and transition. It is expected that the role will be based at DIO Andover, other existing PFI locations (as above) may be considered. The role will require regular travel with periodic overnight necessity. Identify critical activity, dependencies, and milestones. Ensure alignment with other dependant Programmes e.g., PFI Replacement Prepare Programme and Project progress reports as necessary. Review processes, actions & activities necessary to manage and deliver PFI expiry and exit activities related to operational contract management. Support assurance activities in relation to estate Assurance EM02 strategy as well as PFI assurance and policy. Undertake / support activity in relation to assuring compliance with policy and standards. Essential Experience of Programme and Project Management at a senior level with some commercial experience in an infrastructure field.
