Location & Role Type
Location – Hybrid with requirement for regular onsite working at Raytheon UK offices. Hybrid role based in Harlow, Essex, United Kingdom.
Responsibilities
The Programme Controls Manager is the key interface for the Project Controls and Business Intelligence Team between function and programme, leading the provision of programme controls, scheduling and business intelligence for the Raytheon UK Enterprise Performance Group (EPG), assigned to the Services Business.
* Set objectives and guide the project controls team on the approach to achieve results, explaining and implementing policies, practices and procedures.
* Provide line management to Project Controls staff across the business area by assigning priorities, validating results, providing guidance, managing professional development, undertaking goal setting and supporting onboarding and upskilling of new staff.
* Lead the team responsible for developing and maintaining a high quality, compliant Master Schedule for each contract element, monitoring and reporting progress and re‑planning tasks as required.
* Lead the creation, maintenance and reporting on detailed, resource‑loaded schedules supported by Quantifiable Back‑up Data (QBD) to objectively estimate forecasts and measure performance.
* Oversee the team to ensure that the data and resources are in place to complete the allocated work on time, monitoring and reporting progress in line with the detailed Master Schedule.
* Define and ensure, in conjunction with Finance, Programme Managers and Cost Account Managers, the production of weekly and monthly reports in line with the programme calendar, providing details on progress, actuals, forecast and variance explanations.
* Represent Project Controls at EAC reviews and provide robust schedule‑derived data to support the EAC SOX report.
* Ensure adequate Programme Controls and scheduling capacity by supporting the recruitment, onboarding and prioritisation of scheduling and controls resources.
* Act as a senior member of the Programme Controls Leadership Team, leading and supporting functional initiatives with the Head of Programme Controls to ensure career development, training and new assignments for the team.
* Act as the primary interface for the Programme Controls Leadership Team and the Services business, developing strong relationships with key stakeholders and performing schedule reviews in support of the ERA and Gate C process.
* Undertake ad‑hoc duties and delegate as required for the Head of Programme Controls.
Required Skills
* Expert knowledge of MS Project and other Microsoft Office applications (Excel, Word, PowerPoint, Power BI).
* Experience as a Subject Matter Expert in a Project Controls environment with working knowledge of Planning and Scheduling Excellence and the generally accepted principles of scheduling.
* Self‑motivated and process‑oriented.
* Resilient – able to operate effectively under stretching project constraints, pressure and sound judgment.
* Proactive team builder who can motivate and lead by example with diverse project teams and stakeholders.
* Advanced knowledge of best practice Earned Value Management (EVM).
* Strong written and verbal communication skills across all levels of the business.
* Ability to support, guide and influence project teams to ensure programmes are set up and maintained in accordance with Raytheon standard practices and processes.
* Commercial and business awareness in a complex projects environment.
* Demonstrable commitment to continuing professional development.
* Eligible for or holder of current SC security clearance (RSL will sponsor as required).
Desired Skills
* Experience working with complex programmes.
* Holding the equivalent experience to or holding a relevant degree.
* Working knowledge of Risk & Opportunity Management Processes.
* Experience working within the Defence Industry.
