ORGANISATION & BACKGROUND Details of Organisation/Business Directorate Institute of Naval Medicine : The Naval Service’s Centre of Excellence, bringing together scientists and medical professionals to improve the health of the UK Armed Forces. Role INM tasking supports the below Defence Tasks: DT 1 Deter & defend against threats to UK (including landmass, airspace, territorial waters, EEZ, space) (NSO 1) DT 2 Provide the Nuclear Deterrent (CASD and Nuclear Enterprise) (NSO 1) DT19 Conduct and encourage innovative research and development (R&D) to enable the UK to gain operational advantage and access to allies R&D. (NSO 3) Job Purpose The purpose of this role is to serve as the first point of contact for all matters relating to security and the daily operational functioning of the establishment. The incumbent is responsible for ensuring a safe, secure, and efficient environment by coordinating front-line security activities, by day-to-day contact with the MOD Guard Service, ensuring incidents are monitored and reported iaw policy. This role acts as a liaison between staff, visitors and security personnel, ensuring adherence to safety protocols and operational procedures while providing support to maintain a well-organised and secure establishment, deputising for the Executive Officer (XO) in their absence. Primary Purpose T he EA is responsible to the Executive Officer (XO) for the maintenance of military ethos, discipline, welfare and effective interaction of all INM personnel. This includes the co-ordination of key outputs relevant to INM’s functioning as a military establishment and deputising in the XO’s absence. To act as Assistant Establishment Security Officer (AESyO) being the primary contact for day to running of INM and security matters. To ensure INM’s Duty Staff Officers (DSO) are suitably trained for their role, and a suitable effective DSO rota is kept. Secondary Purposes: Correspond with Navy PSyA, establishments, government departments and agencies necessary to ensure the security of INM remains at the highest standard. Maintain control of all security keys and combination lock settings. Ensure rotation of security keys and combination lock settings and security cabinet combinations are changed as required by regulations. Ensure DEFIB’s are checked and signed for on a weekly basis, reporting and rectifying any discrepancies. Manage and ensure all non-mod volunteers at INM have the correct security clearance if required to include BPSS. Conduct reviews into security and departmental processes. Design and implement Tabletop Tactic (TTT) exercises for security incidents. Co-Ordinate and advise on TTT for security and other relevant departments that would affect Business continuity. Ensure monthly, Quarterly and 6 monthly spot checks and musters are carried out ensuring that any discrepancies are reported to the Establishment Security Officer (ESyO) and action accordingly. Maintain necessary security records ensuring that INM’s Security log is up to date. Attend HMS Sultan DepCos weekly either in person or virtual, ensuring any relevant information is cascaded out to INM. Manage Work Experience (WES) visits to INM ensuring the visits adhere to INM and MOD standing orders. Liaising with other departments to form a visit itinerary that is safe and manageable for all. Review WES visits on completion, creating a lesson identified rolling proforma ready for the next visit. Design and manage new policy as required, this will include the creation of INM XTM, policy and direction. Manage VIP visits to INM and organise all other visits/ meetings/ symposia by other Departments (internal and external) ensuring deconfliction. Organise and manage Senior Leadership Away Days, creating comprehensive Records of Discussions on completion. Act as first point of contact for all INM overseas travel. Act as Liaison Officer for other visits/ collaboration (including foreign military). Organise and attend CO’s rounds ensuring all actions are recorded and followed up on. Act as the SCIO Administrator. Correlate, staff, publish and distribute INM Weekly Orders Correlate, staff and publish Standing Orders. Review all security furniture and replace iaw SSG and PSYA direction. Participate in INM’s DSO duties rota conducting out of hours response and recall via the duty mobile. Organise and run Operation Round Up and Wide Awake termly, identifying, recording and rectifying any shortfalls. Act as the Assistant Incident Officer responding to any incident during working hours. Ensure civilian and Service personnel joining INM are briefed on INM’s Security Standing Orders, local instructions and the current perceived threat. Review and update INM Emergency Bridge Cards annually or sooner if required. Manage ceremonial events ensuring DSOs are briefed. To undertake other tasks appropriate for an EA and as directed by the XO.
