Role overview
You will provide project and strategic support across Live Well commissioning programmes, leading and developing a team of Commissioning and Project Improvement Officers to deliver high‑quality, responsive services. The role requires building strong, collaborative relationships with providers, service users and key partners, and deputising for the Head of Service when needed.
Responsibilities
* Commission high‑quality, outcome‑based services for Mental Health and Learning Disabilities & Autism through strong project management, data analysis, and market shaping.
* Negotiate and manage contracts, monitor performance, produce reports, plan strategically and lead commissioning officers to drive continuous improvement.
* Work effectively with Brokerage and Placement Officers to source accommodation‑based services and complex care packages from internally quality‑assured referrals.
* Strategically develop specialist supported housing, ensuring effective, well‑managed contracted services.
* Lead strategic commissioning for supported accommodation, homelessness services, domestic abuse and community safety services, ensuring legal compliance and delivering multi‑agency trauma‑informed, co‑produced approaches.
* Align work plans with regional and regulatory priorities, using population and market intelligence to shape services.
Qualifications and experience
* Degree level (or equivalent) OR significant relevant experience in a commissioning role within a health or social care environment.
* Strong understanding of local authority legal, policy and financial frameworks and legislation relevant to Live Well commissioning.
* Excellent project management skills and proven ability to lead complex projects within wider programmes.
* Skilled in analysing, interpreting and presenting data to inform decision‑making and drive service improvement.
* High‑standard written and verbal communication skills to present information clearly and build relationships.
* Proficient ICT skills and confidence using digital tools, research methods and data sources.
* Sound understanding of the needs of vulnerable client groups.
* Evidence of continuous professional development.
