Job Description
The Environment Agency is delivering a more circular and Net-Zero economy by reducing waste and carbon through regulating a range of market-based schemes. An ambitious Government programme of regulatory reforms means we are getting a raft of new duties and our teams are growing to deliver those new regimes. The Environmental Markets & Regulation (EM&R) team in Operations delivers the regulation of these schemes, including Producer Responsibility Waste markets, Carbon Markets, Hazardous Waste, Chemicals, Carriers, Brokers and Dealers, and International Waste Shipments. They also deliver National Income Services.
Role Overview
We are recruiting an additional permanent Deputy Director to support the delivery of emerging and existing regulatory regimes driven by government reform and increasing environmental ambition. You will provide strategic leadership and management of our specialist operational teams, working with government, industry, and partner regulators to ensure effective delivery and compliance. Your excellent communication and problem-solving skills will enable you to build strong relationships with stakeholders and champion our regulatory activities.
Key Responsibilities
* Lead and manage diverse, geographically dispersed teams within EM&R.
* Implement and oversee complex work programmes and new operational approaches.
* Influence senior leaders and secure commitments across various bodies including Boards, government departments, and industry regulators.
* Communicate technical and strategic information effectively to varied audiences.
* Manage change and navigate high-profile political and regulatory challenges.
* Translate complex technical data into meaningful outcomes for stakeholders.
Leadership & Culture
Champion health, safety, wellbeing, diversity, and inclusion. Foster a culture of continuous improvement and strategic thinking, connecting operational ways of working with team support, delegation, and negotiation skills. Contribute to wider Agency goals through collaboration with the National Regulation & Monitoring Leadership Team and the Operations Executive Group.
Team & Environment
The EM&R team comprises about 550 staff across five specialized units, working closely with other parts of Operations, Environment & Business, Legal Services, and government bodies. The team is set to grow and plays a vital role in national and international regulation of environmental markets.
Experience & Skills Required
* Operational leadership across large, diverse teams.
* Proven experience delivering complex programmes and implementing innovative working methods.
* Ability to influence senior stakeholders and secure cross-organisational commitment.
* Excellent communication skills for technical and non-technical audiences.
* Experience managing competing priorities and leading change initiatives.
* Ability to interpret complex data and technical insights into clear outcomes.
Additional Information
The role operates with a high degree of autonomy, translating policy into impactful delivery. The successful candidate will likely have a professional qualification in any discipline and be comfortable navigating complex political environments. Incident response roles are part of the job, with full training provided.
