Purchasing And Contracts Officer – Darlington Borough Council - DL1 4QB

3 – 6 Months Contract

37 Hours Per Week

Office Based

We are looking for Purchasing and Contracts Officer based at : DL1 4QB

Key Accountabilities:

1. Responsible for the accurate gathering of prices or quotations for goods and services timely order processing for capital works and maintenance projects and internal purchasing requests in line with European procurement rules and Council procedures.

2. Arranging the hire or purchase of equipment, machinery to support building/highways construction and wider Transport projects.

3. Checking and processing of invoices, dealing with suppliers/contractors on invoice queries, including utility bills for New Build Housing schemes

4. Administration and monitoring of purchasing and purchasing reconciliation, providing pre-defined reports as required.

5. Preparation and submission of procurement board requests including non-competitive forms in line with current procedure rules

6. Monitor noncontract purchasing to ensure compliance with council’s contract procedure rules and current EU legislation.

7. To maintain the Authority’s ordering of goods and services by creating orders and monitoring receipts.

8. Review purchasing card reports, in accordance with current policy, query/confirm and amend accordingly.

9. Dealing with enquiries from suppliers, contractors, and internal customers.

10. Liaise with the Corporate Procurement Team to ensure adherence with the most up to date legislation and Council policies.

11. Assist in the production of documentation, specification, tendering and negotiation to award of contracts.

12. Assisting in the production and maintenance of target hours for all areas of work to enable performance monitoring.

13. Ensure data is entered into relevant IT systems and monitoring of invoice data

14. Provide cover as and when required to other areas on priority functions of a similar nature.

15. Monitoring of workload, ensuring completion within targets, reporting any issues to your line manager appropriately.

16. Ensure that you work in line with all the Council’s policies and procedures and ensure that you are aware of your obligations under these.

17. Behave according to the Employees’ Code of Conduct and ensure that you are aware of your obligations and responsibilities re: conflicts of interest, gifts, hospitality and other matters covered by the Code.

18. Carry out your role in line with the Council’s Equality agenda.

19. To comply with health and safety policies, organisational statements and procedures, report any incidents / accidents/ hazards and take a pro-active approach to health and safety matters to protect yourself and others.

20. Any other duties of a similar nature related to this post that may be required from time-to-time.

Requirements:

* Approximately 3 years’ experience of working in procurement in a large, multi-functional organisation in the public or private sector

* Approximately one years’ experience of administrative functions within a civil engineering/building or similar environment

* Experience of providing procurement advice

* Experience of setting up and maintaining systems

* Ability to plan, organise and prioritise own work with a minimum of supervision and to strict deadlines, communicating clearly with service managers

* Ability to demonstrate a customer focused telephone manner and the ability to respond to tenants

* Ability to interpret financial information

* Ability to undertake independent research

* Ability to interpret policy and procures to meet procurement criteria
