About the job

Senior Engineering Manager

Water Industry Commission for Scotland (WICS)

Stirling (Hybrid working)

Permanent | Full-time

£55,000 – £75,000

What if your next role shaped the infrastructure Scotland depends on?

At WICS, we sit at the heart of Scotland's water sector: regulating for efficiency, transparency, and long-term public value. Our role is to ensure that Scottish Water delivers high-quality services and investment programmes that are sustainable, cost-effective, and aligned with the ambitions of Ministers.

We're now looking for an engineer or asset management professional to join us as
Engineering Senior Manager
. This is a specialist role that blends technical leadership with public impact by supporting regulatory decisions that will shape how billions are invested in Scotland's water infrastructure.

You'll join a dynamic and highly skilled team based in Stirling, with flexibility to work remotely part of the week. If you want your expertise to influence long-term change and deliver real value for customers, this could be the role for you.

What you'll be doing

The Engineering Senior Manager leads WICS's engineering insight, providing expert analysis of Scottish Water's capital investment plans and delivery performance.

You will:

* Provide expert review of Scottish Water's investment appraisals, assessing efficiency, deliverability, and alignment with strategic objectives
* Monitor and report on delivery of the capital programme and Ministerial Objectives
* Represent WICS at senior-level forums such as the Water Industry Investment Group (WIIG)
* Work with colleagues to integrate engineering insights into pricing, performance, and policy
* Lead or commission technical analysis from consultants, ensuring high-quality outputs
* Support internal reporting and external stakeholder engagement across government and industry

This is a pivotal role that ensures our regulatory decisions are grounded in sound technical understanding and focused on long-term resilience and value.

Who we're looking for

We're looking for a technically confident and strategically minded professional who can bridge the gap between engineering analysis and public policy.

You will need:

* A degree in engineering or asset management (ideally with Chartered status)
* At least eight years' experience in water sector engineering, asset management or capital delivery
* Strong analytical skills, particularly in investment appraisal and performance reporting
* Excellent communication skills and the ability to present technical insight clearly to non-technical audiences
* Confidence in engaging with senior stakeholders and managing external consultants

We also value (but do not require):

* Knowledge of the Scottish water sector and public finance framework
* Experience with regulatory environments or utilities governance
* Familiarity with net zero and carbon analysis in infrastructure planning

About us

is the independent economic regulator of the Scottish water industry. We exist to promote the interests of customers, challenge inefficiency, and enable long-term investment in a sector that underpins public health, climate resilience, and national infrastructure.

We're a values-led organisation that takes pride in high standards, public service, and collaborative ways of working. Our structure is lean, but our reach is wide and our impact extends from boardrooms to households across Scotland.
