Job Summary
Reporting to the Commercial Manager, this position requires a proven track record in the construction of Civil Engineering developments in the UK. The Senior Quantity Surveyor will be responsible for the commercial function of a rail development in Cardiff, including raising orders, detailed cost control and recovery of value. The role involves experience with NEC contracts, preferably Option C, effective subcontractor management, and maintaining an ongoing client interface. Experience in delay analysis and associated loss and expense claims is highly preferable.
Responsibilities
* Establish the project budget, including allocation of cost codes to ensure detailed and accurate cost reporting.
* Review main contract and subcontract terms and conditions, including stepping‑down conditions.
* Procure subcontract packages and compile tender documentation.
* Report on costs to date and forecast cost to completion.
* Administer the main contract and subcontracts, compiling contractual correspondence regarding delays and associated loss and expense.
* Regularly liaise with the Employer’s team to progress commercial aspects of the project.
* Manage staff resources to ensure project costs are known and managed effectively.
* Carry out delay analysis, including preparation of narratives and loss and expense claims.
* Handle subcontract issues as they arise.
* Ensure variation/compensation event mechanisms are followed correctly and timely to protect the business commercially.
* Forecast cash flow and compile budgets.
* Prepare and submit monthly payment applications, defining cost to complete and complying with contract administration such as KPI requirements.
* Liaise with procurement to set and agree project allowances.
* Attend progress and commercial meetings, representing the company in a commercial capacity.
* Use company software to manage reporting, forecasting, subcontractor payments, and contract documentation.
Person Specification
Essential
* Third‑level qualification (degree or similar).
* Previous experience in a senior Commercial/QS role.
* Experience across heavy Civils sectors such as high‑ways, rail, and marine projects.
* Contract knowledge and ability to take appropriate action.
* Strong cost control skills with target setting and progress checking.
* Negotiation skills with persuasive presentation and evidence‑based decisions.
* Problem‑solving and decision‑making abilities, evaluating multiple factors to identify solutions.

* Professional qualification (e.g. MRICS/MCICES).
