Description: Rich Engineering is seeking a Senior Structural Construction Inspector to serve as a Lead Quality Assurance Inspector on a multi-year, multi-structure Design-Build contract in the VDOT Bristol District. The role involves working on heavy highway, road, and bridge construction projects, monitoring contractors, and ensuring quality assurance and contract compliance. The position reports to a Quality Assurance Manager or designee, with an expected start in Summer 2025.
Requirements
Essential Functions
* Experience on VDOT Design-Build projects.
* Knowledge of VDOT's Minimum Requirements for Quality Assurance and Quality Control on Design-Build and P3 Projects.
* Performing material testing and inspections, overseeing third-party quality control testing.
* Taking field measurements.
* Reading and interpreting plans and contract documents for structures, bridges, and roadways.
* Inspecting various construction aspects to ensure compliance, including excavations, drainage, soil and aggregate placement, concrete, structures, paving, etc.
* Documenting pay quantities for estimates.
* Completing daily summaries of construction activities.
* Interacting daily with contractors and working collaboratively with superintendents and foremen.
* Advising contractors of violations, recommending adjustments, and reporting construction status to the QAM or designee.
* Reviewing lines, grades, dimensions, and elevations using survey and engineering equipment.
* Inspecting erosion and sediment control, BMP installations, roadway traffic control, and work zone safety.
* Maintaining project records such as diaries, notes, tickets, plans, and minutes.

Work Environment
Work is performed in an office setting and on construction sites, utilizing various equipment including computers, phones, testing tools, and surveying instruments.
Physical Demands

Position Type & Hours
Full-time, typically 40+ hours/week, with flexible start times and potential night/weekend work based on project needs.
Travel
Work involves travel to multiple bridge sites within the VDOT Bristol District; candidates should reside within driving distance.
Required Education & Experience
Minimum 10+ years of highway construction and structural inspection experience, with knowledge of:
* Construction, maintenance, repair, and rehabilitation of roads, structures, and bridges.
* VDOT standards, specifications, manuals, and MUTCD.
* Environmental, safety, and EEO regulations.
* Contract management software such as SharePoint, PlanGrid, Microsoft Office.
* Mathematics including algebra, geometry, and trigonometry.
Certifications required include:
* Soil and Aggregate Compaction (VDOT or NICET Level II)
* Asphalt Field Level I & II (VDOT)
* ACI (American Concrete Institute)
* Pavement Marking (VDOT)
* Slurry Surfacing (VDOT)
* Surface Treatment (VDOT)
* Flagger Certification (VDOT)
* Erosion and Sediment Control Inspection (Virginia DEQ)
* Nuclear Gauge Safety Training (NRC-recognized)
* Stormwater Management (Virginia DEQ)
* Work Zone Traffic Control (VDOT approved)
* OSHA 10-hour Safety Training
* Guardrail Certification (VDOT)
Additional Skills
Proficiency in operating inspection equipment, software, and reading plans; applying engineering principles; maintaining detailed records; and effective communication with clients, contractors, and the public.
