We offer an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme to support risk mitigation and barrier removal, ensuring alignment with the business case and value for money.
We are seeking someone with a proven track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Key Tasks include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives, owning change control processes.
* Supporting the Programme Manager in assuring changes to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value for money.
* Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring adherence to governance and assurance requirements.
* Supporting business management through whole life cost allocations.
The Team:
The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation across E&B, shaping digital services that transform regulation processes.
You will work with a multidisciplinary team, including Defra shared services and third-party suppliers, to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Experience and Skills Required:
* Experience in fast-paced, dynamic programmes.
* Extensive digital skills (Microsoft Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial data.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
* Procurement experience, including purchase order raising.
* Experience with business cases, approval, and assurance routes within EA and Defra, including change control.
* Experience in digital programmes is advantageous but not essential.
* Knowledge of governance around spend control and assurance processes.
* Proven ability to lead work areas, engage stakeholders, and drive innovation.
