Policy Officer Grade: F15 Directorate: Strategy and Inclusive Growth Location: Chesterfield Contract: Permanent Salary: £39,152 - £44,075 About the Role The East Midlands Combined County Authority (EMCCA) has an ambitious vision to deliver inclusive growth and maximise the benefits of mayoral devolution across the region. We are seeking up to two Policy Officers to join our Strategy, Reform and Insight Directorate. Reporting to senior policy leaders, you will play a key role in shaping policy and strategy that delivers real impact for people, businesses, and communities across the East Midlands. This is an exciting opportunity to work at the heart of regional transformation—balancing long-term strategic thinking with the agility to respond to emerging priorities. ________________________________________ What You’ll Be Doing As a Policy Officer, you will: • Develop high-quality policy and strategy to support EMCCA’s priorities • Provide clear, concise briefings and advice to senior leaders, including the Mayor and CEO • Work collaboratively across teams to ensure joined-up policy development and government engagement • Identify emerging opportunities through horizon scanning and translate them into actionable insights • Engage with stakeholders across the region, designing and delivering workshops, focus groups, and other engagement activities • Support key areas such as: o Public service reform (e.g. homelessness, health, inclusion, and poverty) o Devolution and new mayoral powers o Local government reorganisation o Integration of services and governance o Fiscal devolution and funding reform ________________________________________ What We’re Looking For Essential Skills & Experience • Experience in developing and delivering policy and/or strategy • Strong strategic thinking and decision-making ability • Excellent written and verbal communication skills • Proven ability to manage competing priorities and meet deadlines • Experience building effective relationships with diverse stakeholders • Degree-level qualification or equivalent experience Desirable • Knowledge of the East Midlands and its policy landscape • Understanding of devolution, local and central government structures • Experience working with communities and frontline services ________________________________________ Our Values We are a values-driven organisation, and we’re looking for people who share our commitment to: Lifting our region – putting people and place first Working together – building strong, collaborative partnerships Making an impact – turning ideas into meaningful outcomes Being human – valuing diversity and connecting authentically ________________________________________ Why Join Us?
