Join to apply for the Senior Technical Business Analyst role at Ofgem. Ofgem is Great Britain’s independent energy regulator. We’re leading the charge in delivering a fairer, greener energy future and are looking for a Senior Technical Business Analyst to translate data-driven insights into actionable outcomes that protect consumers and support Net Zero goals. This is a fixed-term position, initially for 12 months, with the opportunity to work on high-impact data engineering projects in a technical BA capacity. The role involves working with data engineers to build the data foundation for Ofgem, ensuring organisations act fairly and responsibly, incentivising infrastructure investment for Net Zero, and enabling government schemes to drive uptake of green technologies. You will be a key partner in translating business needs into technical requirements and communicating effectively with stakeholders.

Key Responsibilities
* Work with stakeholders to elicit, document and refine user stories and technical requirements for data and analytics projects.
* Translate business needs into clear, actionable technical specifications for developers.
* Lead the adoption of DevOps practices, with a focus on data pipeline and ingestion processes.
* Support the migration of legacy and citizen-developed solutions to production systems, ensuring compliance with best practices and organisational standards.
* Model business processes, analyse business needs, model system data.
* Stakeholder engagement—build and maintain strong relationships and communicate effectively and consistently.
* Develop and execute test plans to ensure the quality of deliverables, complying with industry standards and best practices.
Key Outputs and Deliverables
* Technical requirement documentation and translation between business and developers, with clearly documented business rules.
* Creation of structured work items as epics, features, stories and tasks in ticketing software.
* Well-defined acceptance criteria with the Product Owner and SMEs.
* Definition of scope changes and full end-to-end impact analysis when scope evolves.
* Quality assurance and maintenance of key requirement documents and specifications.
Person specification
* Extensive experience in requirements gathering and analysis in a data engineering environment.
* Expertise in backlog management (e.g., Azure DevOps) and facilitation of agile practices.
* Strong stakeholder management skills; ability to clarify needs and commitments through consultation while focusing on user and business needs.
* Experience migrating legacy or citizen-developed solutions to production-grade systems.
* Ability to create high-quality user stories and technical documentation.
* Formal qualification in Business Analysis (e.g., BCS International Diploma in Business Analysis) or equivalent experience.

Salary: £47,895 plus a Civil Service Defined Benefit Pension scheme contribution of £13,875.
