Birmingham Community Healthcare (BCHC) NHS Foundation Trust provides a wide range of high quality, accessible and responsive community and specialist healthcare services across the diverse and culturally rich City of Birmingham and the wider West Midlands region.

The Children and Families Division brings together all Universal and Specialist Community Services for children and provides a co-ordinated approach for child health care. We maintain good links with the Clinical Commissioning Groups, the Local Authority and voluntary agencies providing care for children.

Main duties of the job

These consultant posts will join a team of 21 Consultant Paediatricians leading the Community Child Health Services in Birmingham. The posts will be based, one in East of the city, one in South and one in West. The posts encompass work in the fields of neurodevelopment and neurodisability in locality based clinics and Special School clinics, children in care and child protection, with an on call out of hours commitment for the Sudden Unexpected Death in Childhood service. A CCT in Community Paediatrics or Paediatric Neurodisability is essential and a higher qualification (MRCPCH or equivalent) is required. Applications from Less Than Full Time candidates are welcome.

Job responsibilities

1. Neurodevelopmental Paediatrics — Working as part of an established multidisciplinary team, undertake the specialist medical assessment, investigation and clinical management of children with neurodevelopmental problems through designated clinics in the Child Development Centre and contribute to the multidisciplinary assessment process.
2. Child Protection — All consultants take part in the daytime non CSA Child Protection rota, both directly and in a supervisory role.
3. Rapid Response — Be part of the Rapid Response Team for Sudden Unexpected Deaths (SUDIC) providing home visits and subsequent medical input. On-call frequency is approximately 1:9. This provides a 24 hour service (including weekends and bank holidays). Training will be provided to those who do not have competencies to join the first on-call rota.
4. Lead Role — Currently no lead role is attached to this post.
5. Special Schools — Provide Consultant input to special schools as required. School based clinics are generally run fortnightly in term time; in-school holidays the children are reviewed in neurodevelopmental clinics if needed.
6. Locality Provision — Provide specialist community paediatric services within South/East/West Birmingham, secondary referral clinics and a consultation service for the primary care teams and local schools according to agreed clusters.
7. Special Educational Needs — Provide medical advice to the Local Education Department relating to children with special educational needs under the Children and Families Act 2014.
8. Teaching — Provide supervision and guidance for junior colleagues and medical students, and support to Health Visitors, School Nurses, and other agency staff if deemed appropriate.
9. Management — Provide clinical leadership to the community paediatric team; work with multi-disciplinary team, Heads of Service and Directorate Managers in planning services locally and Trust wide; attend policy review meetings to improve child health services for the local community.
10. On Call outside normal daytime hours — The on-call requirement for SUDIC is described above. There is no acute paediatric on-call commitment.
11. Other duties may be required as delegated by the Divisional Medical Director by agreement with the post holder.


Qualifications and experience

Qualifications Essential

* MRCP, MRCPCH by examination or equivalent
* Full GMC registration
* On the GMC specialist register or within 6 months of CCT. While the law does not require a CCT in CCH, the CSAC recommends that all Consultant posts should require it, as this shows the applicant is fully trained for independent practice in CCH. If they do not have a CCT in CCH, the applicant must be able to show how they have acquired the Level 3 competences

Desirable

* Higher degree e.g. MSc, MD or other higher degree
* Completed fellowship programme
* DCH, DCCH, MBA or other relevant diplomas

Experience Essential

* Usually at least 2 years General Professional Training in Paediatrics
* Usually 5 years Higher Specialist Training, including 3 years in Community Paediatrics. * Experience in Child Protection/Safeguarding to at least Level 3 competencies

Desirable

* Experience in other areas relevant to child health e.g. general practice, child mental health, obstetrics, public health
* Specialist experience in one or more particular areas of practice to take a lead role in that area
* Previous experience in CSA and SUDIC Rapid Response

Skills/Knowledge Essential

* Willing to work unsupervised and make decisions
* Good written and oral communication skills
* Demonstrated ability to manage time effectively
* Experience of working in a multi-disciplinary team
* BLS skills appropriate for a Community Paediatrician

Desirable

* Demonstrated ability to work unsupervised and make decisions
* Demonstrated ability to lead a multi-disciplinary team
* Demonstrated ability to communicate effectively e.g. report writing; thesis

Academic

* Participation in research or clinical audit
* Participation in departmental teaching

Desirable

* Formal research training; demonstrated ability to design a research or audit project
* Formal training in teaching methods; demonstrated ability in teaching / training.

Management

* Understanding of management issues including medical discipline; clinical governance, service planning

Desirable

* Demonstrated ability to manage e.g. project work; mentoring junior staff
