Overview
On 1 April 2026, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) became one national organisation. As part of this transformation, NSS and NES have joined to form Public Services Delivery Scotland (PSD Scotland). PSD Scotland leads on workforce planning and development, service infrastructure and innovation, with a focus on digital transformation. It will accelerate national programmes alongside continued delivery of all existing shared services. SNBTS is a Directorate of PSD Scotland and is the leading provider of blood, tissue, cell and advanced therapies to the NHS in Scotland.
The Post
An exciting leadership role within the Scottish National Blood Transfusion Service (SNBTS) has become available. This position provides strategic direction, leadership and operational management of Quality and Regulatory Compliance. The post holder will report to the Director of SNBTS and be a member of the SNBTS Senior Management Team. The role involves managing a programme of work to improve quality and regulatory compliance while delivering improvements in efficiency and sustainability. The post holder will develop relationships with external stakeholders including Regulators, Professional Auditors, other UK and International Blood Services, the Scottish Government, Territorial Health Boards and Universities. They will lead transformational efforts to ensure a high-quality workforce and effective governance for operational, financial and regulatory performance.
The Candidate
Qualifications & Experience Required
* Educated to postgraduate (Masters) level or hold an equivalent professional qualification. A quality or regulatory professional qualification is essential along with professional accreditation in a management or similar discipline, or equivalent experience.
* Evidence of continuing professional development.
The post-holder should have significant demonstrable experience in several key areas including:
* Experience in quality management and regulatory compliance of blood, tissues, cells and/or advanced therapies.
* Senior strategic and operational management experience, covering financial, performance and risk management within a large complex organisation.
* Significant experience in major projects and initiatives with understanding of the legislative and regulatory environment. Proven project management experience or advisory work is essential.
* Experience in leading and managing specialist and multi-disciplinary teams, awareness of relevant policies/guidelines (e.g., PIN, HR policies, FOI) and how they impact service delivery.
* Excellent communication skills, including the ability to simplify complexity and operate at all levels within the NHS and other care providers.
* Ability to operate under pressure with high personal integrity.
* Vision, imagination and a change, action and results orientation.
The post holder is expected to lead by example and uphold NSS values and behaviours, respecting the diversity of a multi-disciplinary workforce. The successful candidate will undergo a PVG Scheme Disclosure Scotland check. If you have lived or worked overseas for more than 12 months in the preceding 5 years, you will also require a criminal record check from the appropriate overseas agency.
Location and Working Pattern
The post is based at the Jack Copland Centre in Edinburgh. Working pattern: Monday to Friday, 36 hours per week. It is a condition of employment that you live and remain a resident within the UK for the post in which you will be employed with PSD Scotland.
