Job Summary
Better Environments Project Manager role at NHS. The role is for a construction Project Manager to join the existing Better Environments team, working for the Better Environments Lead Project Manager as part of a team responsible for the successful delivery of the programme. Successful candidates should have extensive experience delivering construction projects within an NHS Mental Health setting, and experience working with construction partners and managing a variety of sub‑contractors in the delivery of construction activities. The post is full‑time and fixed‑term for the duration of the programme, currently due to end 31 March 2028. It is based at Tolworth Hospital, five days a week, with travel to other sites (Springfield, Barnes, Livingston House, Queen Mary's) as required.
Key Responsibilities
* Take direct responsibility for ensuring construction projects are delivered according to approved business cases, providing regular management reports, tracking progress, ensuring forecasts on potential expenditure or shortfall are prepared, and that budgets are appropriately managed for each project.
* Lead on the procurement of local EMP Enabling Programmes within Trust guidelines.
* Liaise closely with the Better Environments Senior Finance Business partner regarding budgets and forecasting for current and future programmes, and be directly responsible for managing capital spend, completing procurement exercises, raising purchase orders, processing invoices and reporting capital spend.
* Play an active role in the development of shared learning through post‑project evaluation reporting and the training and development of key staff.
* Advise the Lead Project Manager regarding the progress of specific enabling schemes and impact on the overall programme.
* Identify and elevate day‑to‑day site risks on the delivery of the programme and assist in mitigating these risks.
* Manage the interface between the hospital construction site and the working Trust estate to ensure no interruptions to Trust operations; act as part of the project management team and point of contact for site interface issues.
* Provide technical advice to Trust facilities and clinical staff as part of the hospital construction design approval process, attend design reviews, manage the sample approval process, and lead in the delivery of the FF&E for the new hospitals.
* Work with the Trusts Better Environments Design team to ensure adherence to the Hospital Employers Requirements, support the hospital commissioning process, advise the Trust of any issues or areas of non‑compliance, and work with the Employers Agent to confirm appropriate sign‑off during commissioning and agree practical completion of the construction.
Essential Qualifications and Experience
* PRINCE2 methodology or another recognised project management qualification, or demonstrable project management experience.
* Part‑Professionally Qualified technical professional with significant experience of capital projects, or equivalent relevant professional experience.
* Experience in a number of project management roles.
* Experience of successfully delivering major capital development schemes/rationalisation programmes.
* Experience of working in or managing multi‑site operations, would be an advantage.
* Experience of managing suppliers and contractors.
* Experience of working with stakeholders/clients to produce Strategic Development Briefs and Client/User requirements.
* Experience of working as part of complex, multi‑disciplinary/multi‑agency project teams.
* Post‑qualification experience in an NHS Mental Health Trust, NHS Trust, NHS Foundation Trust or Public Sector Authority (desirable).
* Qualified property professional – chartered surveyor, builder, engineer or registered architect, or professional membership (desirable).
Knowledge and Skills
* Good working knowledge of Microsoft Office (Word, Excel, PowerPoint, Project) and AutoCAD.
* High level of analytical and problem‑solving skills.
* Ability to manage an unpredictable work pattern with periods of intensive concentration, frequent site visits, occasional project emergencies, routine office work and chairing meetings when necessary.
* Ability to work in a team and in partnership with internal and external partners.
